91_HR0639 LRB9113462MWgcA 1 HOUSE RESOLUTION 2 WHEREAS, Farming is the number one industry in the State 3 of Illinois; and 4 WHEREAS, Over the past 40 years, Illinois' agriculture 5 industry has experienced major financial difficulties; and 6 WHEREAS, Approximately 18% of Illinois farms had negative 7 incomes during 1999; and 8 WHEREAS, Illinois is a leading producer of soybeans, 9 corn, and swine; and 10 WHEREAS, According to Illinois Agriculture Statistic 11 Service's 1992 Census there were 77,610 farms and in the 1997 12 Census the number dropped to 73,051 farms; and 13 WHEREAS, The marketing of Illinois' agricultural 14 commodities annually generates more than $9,000,000,000; 15 therefore, be it 16 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 17 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 18 there is created the Farming Future Task Force consisting of 19 the Director of Agriculture as chairperson, 2 members of the 20 House appointed by the Speaker of the House, 2 members of the 21 House appointed by the Minority Leader of the House, 4 22 Illinois farmers appointed by the Speaker of the House, one 23 representative of farm bureaus appointed by the Speaker of 24 the House, one representative of farmer's unions appointed by 25 the Speaker of the House, one representative of Illinois corn 26 growers appointed by the Speaker of the House, one 27 representative of the Illinois Beef Association appointed by 28 the Speaker of the House, one representative of Illinois pork 29 producers appointed by the Speaker of the House, and one 30 representative of the Illinois Farm Development Authority 31 appointed by the Speaker of the House, all of whom shall -2- LRB9113462MWgcA 1 serve without compensation but shall be reimbursed for their 2 reasonable expenses from funds appropriated for that purpose; 3 and be it further 4 RESOLVED, That the Task Force shall meet at the call of 5 the chairperson, shall receive the assistance of the 6 Department of Agriculture's staff, and shall study and report 7 to the General Assembly, on or before December 31, 2000, 8 ideas and suggestions for (i) promoting value-added programs, 9 (ii) alternative uses for agricultural products, (iii) State 10 laws and rules burdening farmers, and (iv) expanding 11 agricultural markets; and be it further 12 RESOLVED, That suitable copies of this resolution be 13 delivered to the Director of Agriculture and the chairman of 14 the Illinois Farm Development Authority.
