91_HR0456 LRB9109323KBkb 1 HOUSE RESOLUTION 2 WHEREAS, On July 20, 1999, the Governor signed into law 3 Senate Bill 1063 (Public Act 91-212) in order to bring 4 Illinois into compliance with the Personal Responsibility and 5 Work Reconciliation Act of 1996 which mandated that the State 6 of Illinois establish a State Disbursement Unit by October 1, 7 1999; and 8 WHEREAS, Senate Bill 1063 created the State Disbursement 9 Unit on October 1, 1999, centralizing the collection of child 10 support payments through one agency in DuPage County rather 11 than through 102 separate Circuit Clerk Offices throughout 12 the State; and 13 WHEREAS, The Illinois Department of Public Aid was 14 required to inform those who would be affected by the changes 15 in child support payments caused by Senate Bill 1063; and 16 WHEREAS, In the month of October 1999 the State 17 Disbursement Unit, under the direction of the Illinois 18 Department of Public Aid, failed to issue thousands of child 19 support payments due to bad planning and program 20 mismanagement when creating and testing capabilities of a 21 centralized system; therefore, be it 22 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 23 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 24 the members of the House of Representatives call upon the 25 Governor to immediately issue an Executive Order temporarily 26 transferring the duties of the State Disbursement Unit back 27 to the County Circuit Clerks; and be it further 28 RESOLVED, That the members of the House of 29 Representatives call upon the Governor and the Illinois 30 Department of Public Aid to formally request a six month 31 extension for creating a State Disbursement Unit as called -2- LRB9109323KBkb 1 for in federal law; and be it further 2 RESOLVED, That the Governor and the Illinois Department 3 of Public Aid provide the House of Representatives a 4 comprehensive plan for re-implementing the State Disbursement 5 Unit three months prior to the expiration of the extension.
