1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are saddened at the death of Richard Samuel
4 "Sam" Owen of Mattoon, Illinois; and
5 WHEREAS, Sam Owen attended Mattoon High School, Southern
6 Illinois University, Eastern Illinois University, Butler
7 University, Lakeland College, and the University of Kansas;
8 and
9 WHEREAS, Sam Owen worked for the Illinois Secretary of
10 State's Office from 1988 to 1991; from 1952 to 1988 he worked
11 for Illinois Consolidated Telephone Company; Sam Owen last
12 worked for the Illinois Lottery, serving as Deputy Director
13 of Operations; Mr. Owen was responsible for the day-to-day
14 operations of his department, including licensing, support
15 services, security, and special services; and
16 WHEREAS, Mr. Owen held a National Association of Radio
17 and Telecommunication Engineers, Inc. (NARTE) Certified
18 Engineering diploma with administrative and regulatory
19 endorsements; and
20 WHEREAS, Sam Owen served on the Coles County Community
21 Mental Health Board, the Eastern Illinois University
22 Foundation, and the Mattoon Township Park District Board; and
23 WHEREAS, Sam Owen was a member of the Eagles, Elks,
24 Moose, Knights of Columbus, Association of Old Crows, and the
25 National Association of Radio and Telecommunication Engineers
26 and Telephone Engineers; and
27 WHEREAS, Sam Owen enjoyed fishing, golfing, hunting,
28 backpacking, horseback riding, and photography; he is
29 survived by his wife, Nancy, and his children, Travis,
30 Preston, Bart, and Whit; therefore, be it

1 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3 we mourn along with his family and friends, the death of
4 Richard Samuel Owen; may they find comfort in this time of
5 loss; and be it further
6 RESOLVED, That a suitable copy of this resolution be
7 presented to the family of Richard Samuel Owen.
