1 HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3 Representatives are pleased to honor milestones in the lives
4 of its citizens; and
5 WHEREAS, Alice Phillips of Oak Brook, Illinois will
6 receive the Outstanding Woman Leader Award in the category of
7 Government, Politics, and Civic Affairs from the YWCA of
8 Metropolitan Chicago, DuPage District, at a luncheon to be
9 held on May 7, 1999; and
10 WHEREAS, Alice Phillips has had a long and successful
11 relationship working with state government; from her
12 beginnings, working with Josephine Oblinger in Sangamon
13 County politics, to her current work as President of
14 Government Affairs Specialists, Inc., and founder and
15 President of the Illinois Lincoln Series, Alice Phillips has
16 shown why such an award fits her so well; and
17 WHEREAS, Alice Phillips has raised three lovely
18 daughters; in addition, she is the proud grandmother of four
19 grandchildren; and
20 WHEREAS, Alice Phillips is a giver: from the Girl Scouts,
21 the P.T.A., and the Wheaton North Boosters, to the dinner
22 parties where she is known as "Martha Stewart of Illinois",
23 Alice Phillips shows why she deserves this award; and
24 WHEREAS, As a lobbyist in the State of Illinois, Alice
25 Phillips was given a high honor when she was elected Speaker
26 of the Third House in 1996; in the 59 years of the Third
27 House, Alice Phillips was the first and only woman to receive
28 such an honor; therefore, be it
29 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
30 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
31 we congratulate Alice Phillips on her many accomplishments;

1 we also congratulate her on winning the Outstanding Woman
2 Leader Award in the category of Government, Politics, and
3 Civic Affairs; and be it further
4 RESOLVED, That a suitable copy of this resolution be
5 presented to Alice Phillips, along with our sincerest
6 regards.
