91_HR0162 LRB9106341CBcbA 1 HOUSE RESOLUTION 2 WHEREAS, The members of this Body are happy to recognize 3 individuals who have made outstanding contributions to the 4 well-being of the citizens of this State; and 5 WHEREAS, Harold W. Sullivan has been a leader of the 6 Illinois Judges Association since its founding in 1971; he is 7 the presiding judge of Cook County's 2nd Municipal District 8 and he is retiring on July 2, 1999; and 9 WHEREAS, A 1952 graduate of the DePaul University College 10 of Law, Harold Sullivan was an assistant public defender 11 until 1955, when he began an eight year practice in the 12 family firm of Sullivan & Sullivan; and 13 WHEREAS, He was elected judge of the Village Court of 14 Skokie in 1960; he became an associate judge when the new 15 judicial article took effect in 1964 and a circuit court 16 judge in 1970; and 17 WHEREAS, As a member of the Illinois State Bar 18 Association Board of Governors, on which he served two 19 six-year stints, he was instrumental in the formation of the 20 Joint Judicial Ethics Committee; he served 20 years on the 21 ISBA Assembly and was a member of the Criminal Justice 22 Section Council; he is a current member of the Committee on 23 Legislation; and 24 WHEREAS, Judge Sullivan has been secretary of the 25 National Conference of State Trial Judges since 1982, and he 26 was board chair of the Illinois Institute for Continuing 27 Legal Education in 1976-77; and 28 WHEREAS, He received the IJA's first Lifetime Service 29 Award in 1990; he was the Celtic Legal Society's Man of the 30 Year in 1982, and a Ruth Kinka Belle Award recipient in 1987; 31 and -2- LRB9106341CBcbA 1 WHEREAS, Judge Harold W. Sullivan has been mentor to many 2 jurists and attorneys; he has won the admiration and respect 3 of all who have come to know him; therefore, be it 4 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 5 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 6 we congratulate Judge Harold W. Sullivan on his retirement 7 from the judiciary and wish him the best of luck in the 8 future; and be it further 9 RESOLVED, That a suitable copy of this resolution be 10 presented to him as an expression of our esteem.
