1 HOUSE RESOLUTION
2 BE IT RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4 the Auditor General is directed to conduct a management audit
5 of the Illinois State Toll Highway Authority in order to
6 determine whether the Toll Highway Authority is managing or
7 utilizing its resources, including the public funds of the
8 State, personnel, property, equipment, and space in an
9 efficient and economical manner; and be it further
10 RESOLVED, That the Auditor General shall determine any
11 causes of inefficiencies or uneconomical practices, including
12 inadequacies in management information systems, internal and
13 administrative procedures, organizational structures, use of
14 resources, allocation of personnel, purchasing policies, and
15 equipment; and be it further
16 RESOLVED, That the Illinois State Toll Highway Authority
17 shall provide its internal audits required under the Fiscal
18 Control and Internal Auditing Act to the Auditor General in
19 order to assist in this management audit; and be it further
20 RESOLVED, That the Auditor General shall complete this
21 management audit of the Illinois State Toll Highway Authority
22 and submit a report of its findings and conclusions to the
23 House of Representatives by January 10, 2000; and be it
24 further
25 RESOLVED, That copies of this resolution be presented to
26 the Auditor General and each director of the Illinois State
27 Toll Highway Authority.
