91_HR0095 LRB9101372CBcb 1 HOUSE RESOLUTION 2 WHEREAS, Social Security is America's premier family 3 protection system, providing working families with crucial 4 income insurance in the event of the retirement, death or 5 disability of a family wage earner; and 6 WHEREAS, Social Security is the only secure source of 7 retirement income for the overwhelming majority of Americans, 8 with two in three older American households relying on Social 9 Security for half or more of their income; and 10 WHEREAS, Many of the proposals being discussed would 11 require sharp and misguided benefit cuts, including raising 12 the normal retirement age and reducing the cost of living 13 adjustments; and 14 WHEREAS, The Board of Trustees of the Federal Old-Age and 15 Survivors Insurance and Disability Insurance Trust Funds are 16 reporting that Social Security is secure and can pay full 17 benefits until 2032, with 70 to 75 percent of benefits 18 covered by expected revenues after that time; and 19 WHEREAS, Many Americans are concerned about Social 20 Security's long-term financial viability; therefore, be it 21 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 22 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 23 (1) Congress should take steps soon to strengthen Social 24 Security so that all Americans can be assured that the 25 program will be there for them; 26 (2) Social Security should continue to provide an 27 unreduced foundation of economic security for American 28 families; 29 (3) Social Security benefits should not be subject to 30 the whims of the market, and private investment accounts 31 should never be substituted for the core defined benefits -2- LRB9101372CBcb 1 Social Security currently provides; 2 (4) Working families should be able to count on full 3 disability and survivor protections that grow to meet the 4 needs of families, including spouses and children; 5 (5) Americans who do not spend full careers in the paid 6 workforce because they work at home caring for children or 7 other family members should not be penalized by reforms; and 8 (6) Responsible Social Security reforms must be based on 9 realistic assumptions about the economy as well as about the 10 uncertainty and risk inherent in markets; and be it further 11 RESOLVED, That suitable copies of this resolution be 12 presented to the Speaker of the United States House of 13 Representatives, the President of the United States Senate, 14 and each member of the Illinois congressional delegation.
