91_HR0009 LRB9101277REpk 1 HOUSE RESOLUTION 2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 3 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that 4 the Rules of the House of Representatives of the Ninety-first 5 General Assembly, which pursuant to Section 3 of the General 6 Assembly Operations Act are the same as the Rules of the 7 Ninetieth General Assembly, are amended by changing Rule 43 8 as follows: 9 (House Rule 43) 10 43. Changing Order of Business. 11 (a) Any order of business may be changed at any time by 12 the Speaker or Presiding Officer. 13 (b) Any order of business may be changed at any time 14 upon the motion of any member, supported by 5 additional 15 members, if the motion is adopted by an affirmative vote of 16 71 members elected. 17 (c) This Rule may be suspended only by the affirmative 18 vote of 71 members elected. 19 (d) Notwithstanding any Rule to the contrary, if a bill 20 favorably reported from a standing committee or special 21 committee has remained on the order of Second Reading for 22 more than 15 calendar days, the Speaker shall, upon the 23 motion of the Chairperson of the committee that reported the 24 bill, joined by at least one Member of the Minority Caucus, 25 or upon the motion of the Minority Spokesperson of the 26 committee that reported the bill, joined by at least one 27 Member of the Majority Caucus, and with the Principal 28 Sponsor's approval, if the motion is supported by an 29 affirmative vote of at least 60 Members, advance the bill to 30 the order of Third Reading and, on the next legislative day, 31 call the bill for a vote on the order of Third Reading. 32 Motions made pursuant to this Rule 43(d) may not be referred 33 to the Rules Committee or any standing or special committee -2- LRB9101277REpk 1 and shall take precedence over all other motions and all 2 other matters of business. 3 (Source: HR 6, 90th G.A.)
