91_HJ0067 LRB9113764ACmgB 1 HOUSE JOINT RESOLUTION 2 WHEREAS, The rapid development of energy producing 3 facilities, including peaker and cogeneration facilities, in 4 highly developed areas has led to concerns regarding the 5 environmental impact of those facilities, including but not 6 limited to the impact on the State's groundwater and surface 7 water resources and on surrounding communities and 8 residences; therefore, be it 9 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 10 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 11 SENATE CONCURRING HEREIN, that by July 1, 2000, a special 12 Environmental Resources Advisory Committee shall be appointed 13 to examine the environmental impact of new and expanded 14 energy producing facilities and the associated developments 15 necessitating their growth, as deemed necessary by the 16 Advisory Committee; environmental impact analysis in this 17 regard shall focus upon, but may not be limited to, the 18 State's groundwater and surface water; the Advisory Committee 19 shall provide a legislative proposal to the Governor by 20 December 15, 2000; and be it further 21 RESOLVED, That the Advisory Committee shall consist of 22 one member appointed by the Governor who shall serve as 23 Chairman, one Senator appointed by the President of the 24 Senate, one Senator appointed by the Minority Leader of the 25 Senate, one Representative appointed by the Speaker of the 26 House of Representatives, one Representative appointed by the 27 Minority Leader of the House of Representatives, the Director 28 of the Environmental Protection Agency or his or her 29 designee, the Director of Natural Resources or his or her 30 designee, the Director of Agriculture or his or her designee, 31 the Director of Commerce and Community Affairs or his or her 32 designee, the Director of Nuclear Safety or his or her 33 designee, the Chairman of the Illinois Commerce Commission or -2- LRB9113764ACmgB 1 his or her designee, the Chairman of the Pollution Control 2 Board or his or her designee, and representatives from each 3 of the following groups to be appointed by the Governor: the 4 energy producing industry, local government, the business 5 community, the home building industry, the agricultural 6 community, the environmental community, the water supply 7 community, the water authorities, and the soil and water 8 conservation districts; members of the Advisory Committee 9 may organize themselves as they deem necessary; members of 10 the Advisory Committee shall meet periodically and serve 11 without compensation; and be it further 12 RESOLVED, That suitable copies of this resolution be 13 delivered to the Governor, the Director of the Environmental 14 Protection Agency, the Director of Natural Resources, the 15 Director of Agriculture, the Director of Commerce and 16 Community Affairs, the Director of Nuclear Safety, the 17 Chairman of the Illinois Commerce Commission, and the 18 Chairman of the Pollution Control Board.
