91_HJ0044 LRB9112342DHmbA 1 HOUSE JOINT RESOLUTION 2 BE IT RESOLVED BY THE HOUSE OF THE NINETY-FIRST GENERAL 3 ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE CONCURRING 4 HEREIN, that there is created the Task Force on Converting 5 Toll Highways to Freeways: 6 (a) The Task Force consists of at least 12 members and 7 not more than 22 members chosen according to the following 8 requirements: 9 (1) Six voting members appointed from the House of 10 Representatives, with 3 members appointed by the Speaker 11 and 3 members appointed by the Minority Leader; 12 (2) Six voting members appointed from the Senate, 13 with 3 members appointed by the President and 3 members 14 appointed by the Minority Leader; 15 (3) Up to 10 non-voting members appointed from 16 pertinent fields or disciplines by the legislative 17 members of the Task Force, by majority vote, with up to 2 18 individuals appointed from each of the following 19 categories: 20 (A) Transportation; 21 (B) Academia; 22 (C) County or municipal government; 23 (D) Environment and urban or regional planning; 24 and 25 (E) Any other field or discipline the 26 legislative members of the Task Force deem 27 necessary; 28 (b) A majority of the legislative appointees shall select 29 a legislative member of the Task Force to serve as 30 chairperson; 31 (c) The chairman of the Illinois State Toll Highway 32 Authority, the Secretary of Transportation, the Director of 33 Commerce and Community Affairs, the Director of Natural 34 Resources, or their designees, may serve as advisory non- -2- LRB9112342DHmbA 1 voting delegates to the Task Force; 2 (d) The Task Force has the following objectives: 3 (1) Conduct a series of public hearings throughout 4 the State to discuss plans to convert the toll highway 5 system to freeways and the possible effect of that 6 conversion; 7 (2) Make recommendations and propose enabling 8 legislation to allow the conversion of the toll highway 9 system to freeways; 10 (3) Develop legislative proposals to implement the 11 conversion; 12 (4) Review the State budget, revenues, and tax 13 expenditures to determine the fiscal effect of the 14 conversion; 15 (5) Propose funding amounts and identify revenue 16 sources to finance the conversion; 17 (e) The Task Force shall receive the assistance of 18 legislative staff, legislative agencies, and upon request, 19 private and public organizations; 20 (f) The members of the Task Force shall be reimbursed for 21 their reasonable and necessary expenses from funds 22 appropriated for that purpose; and be it further 23 RESOLVED, that the Task Force on Converting Toll Highways 24 to Freeways shall meet as soon as possible after at least 6 25 legislative members have been appointed, shall hold public 26 hearings, and shall report its findings and recommendations 27 concerning the conversion of the toll highway system to 28 freeways to the General Assembly by filing copies of its 29 report with the Clerk of the House and the Secretary of the 30 Senate on or before April 14, 2000; and that upon filing its 31 report the Task Force is dissolved.
