91_HJ0027 LRB9106910JMpk 1 HOUSE JOINT RESOLUTION 2 WHEREAS, It is the purpose of the National Conference of 3 State Legislatures (NCSL) to (1) advance the effectiveness, 4 independence, and integrity of the legislatures as equal 5 coordinate branches of government in the states and 6 territories of the United States and the Commonwealth of 7 Puerto Rico; (2) seek to foster interstate cooperation; (3) 8 vigorously represent the states and their legislatures in the 9 American federal system of government; and (4) work for the 10 improvement of the organization, processes, and operations of 11 the state legislatures, the knowledge and effectiveness of 12 individual legislators and staff, and the encouragement of 13 the practice of high standards of personal and professional 14 conduct by legislators and staffs; and 15 WHEREAS, The NCSL annual conference, since its inception 16 in 1975, has been held in such celebrated American cities as 17 Philadelphia, New York, San Francisco, Boston, New Orleans, 18 Indianapolis, Orlando, and Denver, with Chicago hosting the 19 event in 1982; and 20 WHEREAS, Pursuant to the vote of the Executive Committee 21 of the National Conference of State Legislatures in December 22 of 1994, Chicago, Illinois was selected and will serve as the 23 host city and state for the 2000 NCSL Annual Conference; and 24 WHEREAS, The city of Chicago, with its great cultural 25 wealth, vast diversity, and prominence as a global center of 26 conventions and tourism, serves as an ideal setting to host 27 such a prestigious national event; and 28 WHEREAS, By hosting a conference of such magnitude in 29 the State of Illinois and the city of Chicago, both the city 30 and the State will benefit from the influx of public and 31 private sector revenue as well as the distinction associated 32 with such an event; and -2- LRB9106910JMpk 1 WHEREAS, The development and implementation of a concise 2 plan to successfully fulfill the goals and high aspirations 3 of the annual NCSL conference require an extensive logistical 4 and preparatory approach; and 5 WHEREAS, Through its adoption in 1998 of Senate Joint 6 Resolution 44, the Ninetieth General Assembly of the State of 7 Illinois realized the necessity to create a special committee 8 to develop a succinct plan to bring to fruition and enhance 9 the high standards that have been set by previous hosts of 10 the annual NCSL conference, and this General Assembly 11 recognizes the importance of continuing the efforts of such a 12 committee; therefore, be it 13 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 14 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 15 SENATE CONCURRING HEREIN, that there is created a Host 16 Committee for the National Conference of State Legislatures 17 (NCSL) annual conference to be held in Chicago, Illinois in 18 the year 2000; and be it further 19 RESOLVED, That the Host Committee shall consist of two 20 members of the House of Representatives appointed by the 21 Speaker of the House of Representatives, who shall designate 22 one appointee as co-chairperson of the Host Committee, two 23 members of the House of Representatives appointed by the 24 Minority Leader of the House of Representatives, two members 25 of the Senate appointed by the President of the Senate, who 26 shall designate one appointee as co-chairperson of the Host 27 Committee, and two members of the Senate appointed by the 28 Minority Leader of the Senate; and be it further 29 RESOLVED, That the co-chairpersons may appoint additional 30 members to serve on the Host Committee; and be it further 31 RESOLVED, That the Mayor of Chicago, the Executive 32 Director of the Chicago Convention and Tourism Bureau, and -3- LRB9106910JMpk 1 the Director of Commerce and Community Affairs shall serve as 2 ex-officio, non voting members of the Host Committee; and be 3 it further 4 RESOLVED, That members of the Host Committee shall serve 5 without compensation but shall be reimbursed for their 6 reasonable and necessary expenses incurred in the performance 7 of their official duties; and be it further 8 RESOLVED, That the Host Committee may hire staff to 9 advance the objectives of the Committee; and be it further 10 RESOLVED, That under the direction of the Host Committee, 11 the Department of Commerce and Community Affairs and all 12 legislative support services agencies shall provide support 13 services and assistance; and be it further 14 RESOLVED, That the Host Committee shall formulate a plan 15 for the procedures and activities of the conference; and be 16 it further 17 RESOLVED, That the Host Committee shall undertake both 18 public and private sector fundraising initiatives to support 19 and defray the costs associated with hosting the conference; 20 and be it further 21 RESOLVED, That suitable copies of this resolution shall 22 be distributed to the Mayor of Chicago, the Executive 23 Director of the Chicago Convention and Tourism Bureau, the 24 Director of Commerce and Community Affairs, and the executive 25 directors of the legislative support services agencies.
