1 HOUSE JOINT RESOLUTION
2 BE IT RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
4 SENATE CONCURRING HEREIN, that there is created the
5 Manufactured Housing Task Force consisting of 16 members as
6 follows: the Director of Public Health or his or her
7 designee; the Director of the Environmental Protection Agency
8 or his or her designee; the President of the American
9 Association of Retired Persons or his or her designee; the
10 President of the Mobile Home Owners Association or his or her
11 designee; the Chairman of the Illinois Manufactured Housing
12 Association or his or her designee; the President of the
13 Illinois Housing Institute or his or her designee; 4 members
14 appointed by the Speaker of the House of Representatives,
15 including at least one manufactured home park owner who has
16 owned a park community for at least 5 years and at least one
17 manufactured home tenant who has resided in a manufactured
18 home community for at least 5 years; 4 members appointed by
19 the Minority Leader of the House of Representatives,
20 including at least one manufactured home park owner who has
21 owned a park community for at least 5 years and at least one
22 manufactured home tenant who has resided in a manufactured
23 home community for at least 5 years; one member of the House
24 appointed by the Speaker of the House of Representatives and
25 one member of the Senate appointed by the Minority Leader of
26 the House of Representatives; and be it further
27 RESOLVED, That the Task Force shall meet initially at the
28 call of the Speaker and the Minority Leader of the House of
29 Representatives, shall select one member as chairperson at
30 its initial meeting, and shall meet thereafter at least 3
31 times a year and at the call of the chairperson; and be it
32 further
33 RESOLVED, That the members of the Task Force shall serve

1 one year terms and shall serve without compensation but shall
2 be reimbursed for their reasonable and necessary expenses by
3 the Environmental Protection Agency from funds appropriated
4 to the Agency for that purpose; and be it further
5 RESOLVED, That the Task Force shall submit a report one
6 year after its initial meeting to the House and Senate by
7 filing copies of its report with the Clerk of the House and
8 the Secretary of the Senate; the report shall address the
9 following manufactured housing issues: eviction procedures,
10 methods of increasing acceptability of manufactured housing
11 as affordable and acceptable housing, zoning easements,
12 low-interest loans, weather safety issues, and other
13 pertinent information; and be it further
14 RESOLVED, That a copy of this resolution be delivered to
15 the Speaker and Minority Leader of the House of
16 Representatives, the President and Minority Leader of the
17 Senate, the Director of the Environmental Protection Agency,
18 the Director of Public Health, the President of the American
19 Association of Retired Persons, the President of the Mobile
20 Home Owners Association, the Chairman of the Illinois
21 Manufactured Housing Association, and the President of the
22 Illinois Housing Institute.
