91_HJ0008 LRB9102401JMmb 1 HOUSE JOINT RESOLUTION 2 WHEREAS, Units of local government and school districts 3 throughout the State are grappling with the problems 4 presented by the need for computer recognition of date 5 changes in the year 2000; and 6 WHEREAS, The enormity of this impending crisis may 7 overwhelm the ability of some units of local government and 8 school districts to properly focus the resources and talents 9 of their officials and employees on facing the challenges 10 posed by the year 2000 dilemma; and 11 WHEREAS, For counties, municipalities, special 12 districts, and school districts of every size in Illinois, a 13 lack of preparedness for the year 2000 may affect a broad 14 scope of activities ranging from constituent services to 15 office administration and could result in consequences that 16 endanger public health and safety and wreak financial havoc 17 with public budgets; and 18 WHEREAS, As with any massive undertaking, a sharing of 19 information and ideas may inspire creative solutions and 20 engender cooperative efforts that render the year 2000 21 computer compliance problems more manageable; therefore be it 22 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 23 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 24 SENATE CONCURRING HEREIN, that we urge the units of local 25 government and school districts throughout Illinois to 26 cooperate in their approaches to dealing with the year 2000 27 computer date recognition problem, and that in that spirit we 28 declare August 1, 1999 as Year 2000 Preparedness Day in this 29 State; and be it further 30 RESOLVED, That we urge municipalities on that day to 31 invite representatives of their counties and of neighboring -2- LRB9102401JMmb 1 villages, school districts, and special districts to a public 2 meeting at which they may discuss the problems confronting 3 them, possible solutions, and priorities for implementing 4 policies and procedures; and be it further 5 RESOLVED, That we also urge the hosting municipalities 6 to seek input and participation in these public meetings from 7 computer compliance experts and from the businesses and 8 organizations within their communities that will be affected 9 by year 2000 computer problems and may already have 10 experience in addressing those problems; and be it further 11 RESOLVED, That we also urge units of local government and 12 school districts throughout the State to keep their 13 communities informed of their progress in overcoming year 14 2000 computer date recognition problems and to alleviate 15 public concerns by responding to inquiries in a forthright 16 and open manner; and be it further 17 RESOLVED, That suitable copies of this resolution be 18 presented to each member of the General Assembly for 19 distribution to the municipalities in his or her district.
