91_HC0015 LRB9106459JMsb 1 HOUSE JOINT RESOLUTION 2 CONSTITUTIONAL AMENDMENT 3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 4 NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE 5 SENATE CONCURRING HEREIN, that there shall be submitted to 6 the electors of the State for adoption or rejection at the 7 general election next occurring at least 6 months after the 8 adoption of this resolution a proposition to add Section 8.1 9 to Article IV of the Illinois Constitution as follows: 10 ARTICLE IV 11 THE LEGISLATURE 12 (ILCON Art. IV, Sec. 8.1 new) 13 Section 8.1. Passage of Revenue Bills. 14 (a) A bill that would result in the increase of revenue 15 to the State may become law only with the concurrence of 16 two-thirds of the members elected to each house of the 17 General Assembly. 18 (b) The General Assembly may not vote upon a bill that 19 would result in the increase of revenue to the State until a 20 public hearing on the bill has been held. Reasonable notice 21 of the hearing, in no event less than 2 weeks, shall be given 22 to the public. 23 SCHEDULE 24 This Constitutional Amendment takes effect upon being 25 declared adopted in accordance with Section 7 of the Illinois 26 Constitutional Amendment Act.
