1 AN ACT to amend the School Construction Law by changing
2 Section 5-30.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The School Construction Law is amended by
6 changing Section 5-30 as follows:
7 (105 ILCS 230/5-30)
8 Sec. 5-30. Priority of school construction projects. The
9 State Board of Education shall develop standards for the
10 determination of priority needs concerning school
11 construction projects based upon approved district facilities
12 plans. Such standards shall call for prioritization based on
13 the degree of need and project type in the following order:
14 (1) Replacement or reconstruction of school buildings
15 destroyed or damaged by flood, tornado, fire, earthquake, or
16 other disasters, either man-made or produced by nature;
17 (2) Projects designed to alleviate a shortage of
18 classrooms due to population growth, building modifications
19 to address population growth, or projects designed to replace
20 aging school buildings;
21 (3) Projects resulting from interdistrict reorganization
22 of school districts contingent on local referenda;
23 (4) Replacement or reconstruction of school facilities
24 determined to be severe and continuing health or life safety
25 hazards;
26 (5) Alterations necessary to provide accessibility for
27 qualified individuals with disabilities; and
28 (6) Other unique solutions to facility needs.

30 Section 99. Effective date. This Act takes effect on
