91_HB4046 LRB9111637RCpk 1 AN ACT to amend the Criminal Code of 1961 by adding 2 Sections 24-5.5 and 24-5.6. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Criminal Code of 1961 is amended by 6 adding Sections 24-5.5 and 24-5.6 as follows: 7 (720 ILCS 5/24-5.5 new) 8 Sec. 24-5.5. Firearm serial number; requirements. 9 (a) A manufacturer of a firearm that the manufacturer 10 intends to be sold at retail in this State by a federally 11 licensed firearm dealer must engrave, emboss, or stamp the 12 serial number of the firearm on the firearm. The manufacturer 13 of the firearm may not affix a detachable plate to the 14 firearm that contains the firearm's serial number. This 15 Section does not apply to antique firearms that are exempted 16 from this requirement by the Director of State Police. 17 (b) Sentence. A violation of this Section is a Class B 18 misdemeanor. 19 (720 ILCS 5/24-5.6 new) 20 Sec. 24-5.6. Possession of semiautomatic firearm that 21 may be converted into an automatic firearm. 22 (a) It is unlawful to possess a semiautomatic firearm 23 that may be converted into a fully automatic firearm. 24 (b) Sentence. A person who violates this Section is 25 guilty of a Class 4 felony. 26 (c) Definitions. For the purposes of this Section, 27 "semiautomatic firearm" has the meaning ascribed to it in 28 Section 33A-1 of this Code; and "fully automatic firearm" 29 means a repeating firearm that utilizes a portion of the 30 energy of a firing cartridge to extract the fired cartridge -2- LRB9111637RCpk 1 case and chamber the next round and that requires a single 2 pull of the trigger to fire each cartridge. 3 Section 99. Effective date. This Act takes effect upon 4 becoming law.
