 1        AN ACT to amend  the  School  Code  by  changing  Section
 2    10-17a.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section  5.  The  School  Code  is  amended  by  changing
 6    Section 10-17a as follows:

 7        (105 ILCS 5/10-17a) (from Ch. 122, par. 10-17a)
 8        Sec. 10-17a.  Better schools accountability.
 9        (1)  Policy and Purpose.  It shall be the policy  of  the
10    State  of  Illinois  that each school district in this State,
11    including special charter districts and districts subject  to
12    the  provisions  of  Article  34,  shall  submit  to parents,
13    taxpayers  of  such  district,  the  Governor,  the   General
14    Assembly,  and  the  State Board of Education a school report
15    card assessing the performance of its schools  and  students.
16    The  report  card  shall  be  an  index of school performance
17    measured against  statewide  and  local  standards  and  will
18    provide information to make prior year comparisons and to set
19    future year targets through the school improvement plan.
20        (2)  Reporting  Requirements.  Each school district shall
21    prepare a report card in accordance with the  guidelines  set
22    forth  in this Section which describes the performance of its
23    students by school attendance centers and by district and the
24    district's use of  financial  resources.   Such  report  card
25    shall  be presented at a regular school board meeting subject
26    to applicable notice  requirements,  and  such  report  cards
27    shall be made available to a newspaper of general circulation
28    serving  the  district  and shall be sent home to parents. In
29    addition, each school district  shall  submit  the  completed
30    report   card  to  the  office  of  the  district's  Regional
31    Superintendent which  shall  make  copies  available  to  any

 1    individuals requesting them.
 2        The report card shall be completed and disseminated prior
 3    to  October  31  in  each school year.  The report card shall
 4    contain,  but  not  be  limited  to,  actual   local   school
 5    attendance   center,   school  district  and  statewide  data
 6    indicating the present performance of the school,  the  State
 7    norms  and  the  areas for planned improvement for the school
 8    and school district.
 9        (3) (a)  The report  card  shall  include  the  following
10    applicable  indicators  of  attendance  center, district, and
11    statewide  student  performance:  percent  of  students   who
12    exceed,  meet,  or  do  not meet standards established by the
13    State  Board  of  Education  pursuant  to  Section   2-3.25a;
14    composite  and subtest means on nationally normed achievement
15    tests for college bound students; student  attendance  rates;
16    chronic  truancy  rate;  dropout  rate;  graduation rate; and
17    student mobility, turnover shown as a  percent  of  transfers
18    out and a percent of transfers in.
19        (b)  The   report   card   shall  include  the  following
20    descriptions for the school, district,  and  State:   average
21    class  size;  amount  of time per day devoted to mathematics,
22    science, English and social science at  primary,  middle  and
23    junior  high  school  grade levels; number of students taking
24    the Prairie State Achievement  Examination  under  subsection
25    (c)  of  Section  2-3.64,  the  number  of those students who
26    received a score of  excellent,  and  the  average  score  by
27    school  of  students  taking  the  examination; pupil-teacher
28    ratio; pupil-administrator ratio; operating  expenditure  per
29    pupil;  district  expenditure  by fund; average administrator
30    salary; and average teacher salary.
31        (c)  The report card shall include applicable  indicators
32    of  parental  involvement  in  each  attendance  center.  The
33    parental involvement  component  of  the  report  card  shall
34    include the percentage of students whose parents or guardians

 1    have  had  one  or  more personal contacts with the students'
 2    teachers during the  school  year  concerning  the  students'
 3    education,   and  such  other  information,  commentary,  and
 4    suggestions as the school district desires.  For the purposes
 5    of this paragraph, "personal contact" includes,  but  is  not
 6    limited  to,  parent-teacher  conferences, parental visits to
 7    school, school visits to home, telephone  conversations,  and
 8    written  correspondence.   The parental involvement component
 9    shall  not  single  out  or  identify  individual   students,
10    parents, or guardians by name.
11        (c-5)  The   report   card   shall   include  information
12    concerning school safety plans for each school in the  school
13    district, which shall be in the following format:

15        Safe schools require planning and training in four areas:
16    building  safety,  prevention  programs, crisis planning, and
17    staff development.  The following information indicates  what
18    efforts  to  improve  safety  have  been  implemented  by the
19    school.
20        (1)  Does    the    school    have    a    safe    school
21    committee? Yes .... No ....
22        (2)  Has   the   school   developed   a   school   safety
23    plan? Yes .... No ....
24         If   yes,    when    was    it    approved    or    last
25    updated? .................
26         Has   the   school   developed   a  violence  prevention
27    plan? Yes .... No ....
28         If   yes,    when    was    it    approved    or    last
29    updated? ..............
30        (3)  Has  a school safety assessment audit been conducted
31    for or by the school to identify  assets,  unmet  needs,  and
32    gaps    in    school    safety    and   violence   prevention
33    plans? Yes .... No ....

 1         If     yes,     when     was     the     last      audit
 2    conducted? ...............
 3        (4)  What  actions  have been taken to improve the safety
 4    of the school?
 5        (5)  What actions have been taken to prevent violence  at
 6    the school?
 7    Items  (1)  through (3) shall be in some type of grid format,
 8    as determined by the State Board of Education.
 9        (d)  The report card form shall be prepared by the  State
10    Board of Education and provided to school districts.

12        Section  99.  Effective  date.   This Act takes effect on
13    July 1, 2000.
