91_HB3920 LRB9110711SMdv 1 AN ACT to amend the Property Tax Code by changing Section 2 4-10. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Property Tax Code is amended by changing 6 Section 4-10 as follows: 7 (35 ILCS 200/4-10) 8 Sec. 4-10. Compensation for Certified Illinois Assessing 9 Officers. Subject to the requirements for continued 10 training, any supervisor of assessments, assessor, deputy 11 assessor or member of a board of review in any county who has 12 earned a Certified Illinois Assessing Officers Certificate 13 from the Illinois Property Assessment Institute shall receive 14 from the State, out of funds appropriated to the Department, 15 additional compensation of $500 per year. 16 To receive a Certified Illinois Assessing Officer 17 certificate, a person shall complete successfully and pass 18 examinations on a basic course in assessment practice 19 approved by the Department and conducted by the Institute and 20 additional courses totaling not less than 60 class hours that 21 are designated and approved by the Department, on the cost, 22 market and income approaches to value, mass appraisal 23 techniques, and property tax administration. 24 To continue to be eligible for the additional 25 compensation, a Certified Illinois Assessing Officer must 26 complete successfully a minimum of 15 class hours requiring a 27 written examination, and the equivalent of one seminar course 28 of 15 class hours which does not require a written 29 examination, in each year for which additional compensation 30 is sought after receipt of the certificate. The Department 31 shall designate and approve courses acceptable for additional -2- LRB9110711SMdv 1 training, including courses in business and computer 2 techniques, and class hours applicable to each course. The 3 Department shall specify procedures for certifying the 4 completion of the additional training. 5 Upon the successful completion of an additional 180 class 6 hours in courses the Department designates and approves as 7 acceptable for additional training, a Certified Illinois 8 Assessing Officer shall receive from the State, out of funds 9 appropriated to the Department, as total additional 10 compensation under this Section, $750 per year. Upon the 11 successful completion of an additional 120 class hours (for a 12 total of 300 additional class hours) in courses the 13 Department designates and approves as acceptable for 14 additional training, a Certified Illinois Assessing Officer 15 shall receive from the State, out of funds appropriated to 16 the Department, as total additional compensation under this 17 Section, $1,000 per year. Upon the successful completion of 18 an additional 120 class hours (for a total of 420 additional 19 class hours) in courses the Department designates and 20 approves as acceptable for additional training, a Certified 21 Illinois Assessing Officer shall receive from the State, out 22 of funds appropriated to the Department, as total additional 23 compensation under this Section, $1,500 per year. 24 The courses and training shall be conducted annually at 25 various convenient locations throughout the State. At least 26 one course shall be conducted annually in each county with 27 more than 400,000 inhabitants. 28 (Source: P.A. 88-455; 89-126, eff. 7-11-95; 89-671, eff. 29 8-14-96.) 30 Section 99. Effective date. This Act takes effect upon 31 becoming law.
