91_HB3859enr HB3859 Enrolled LRB9111443DHgcA 1 AN ACT to amend the Illinois Vehicle Code by adding 2 Section 18c-7405. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Vehicle Code is amended by 6 adding Section 18c-7405 as follows: 7 (625 ILCS 5/18c-7405 new) 8 Sec. 18c-7405. Accident counseling. 9 (a) Every Class I rail carrier, according to federal 10 regulations, operating in this State must establish a 11 counseling or trauma program and provide or make available 12 counseling or other critical incident stress debriefing 13 services to each member of an operating crew directly 14 involved in an accident that results in loss of life or 15 serious bodily injury on its railway or right-of-way. 16 (b) Each Class I rail carrier, according to federal 17 regulations, operating in this State must file its counseling 18 or trauma program with the processing section of the 19 Transportation Division of the Illinois Commerce Commission, 20 whose sole responsibility under this Section shall be to 21 receive the program and make it available for public 22 inspection. 23 Section 99. Effective date. This Act takes effect 24 January 1, 2001.
