Amend House Bill 3420 as follows: 3 on page 2, line 33, by replacing "means." with "means; 4 provided that any forms, records, electronic records, and 5 methods of electronic payment relating to the filing and 6 payment of taxes shall be prescribed by the Department of 7 Revenue."; and 8 on page 4, line 12, after "submitter", by inserting "upon its 9 best knowledge"; and 10 on page 4, by replacing lines 20 through 23 with the 11 following: 12 "(d) When an agreement is made to accept electronic 13 records, the Secretary of State shall not be required to 14 produce a written record for the submitter with whom the 15 Secretary of State has the agreement until requested to do so 16 by the submitter. 17 (e) Upon the request of a lienholder submitter, the 18 Secretary of State shall provide electronic notification to 19 the lienholder submitter to verify the notation and 20 perfection of the lienholder's security interest in a vehicle 21 for which the certificate of title is an electronic record. 22 Upon receipt of an electronic message from a lienholder -2- LRB9110429DHksam 1 submitter with a security interest in a vehicle for which the 2 certificate of title is an electronic record that the lien 3 should be released, the Secretary of State shall enter the 4 appropriate electronic record of the release of lien and 5 print and mail a paper certificate of title to the owner or 6 lienholder at no expense. The Secretary of State may also 7 mail the certificate to any other person that delivers to the 8 Secretary of State an authorization from the owner to receive 9 the certificate. If another lienholder holds a properly 10 perfected security interest in the vehicle as reflected in 11 the records of the Secretary of State, the certificate shall 12 be delivered to that lienholder instead of the owner.".
