1 AN ACT concerning blighted vacant areas.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Blighted Vacant Areas Development Act of
5 1949 is amended by changing Section 4 as follows:
6 (315 ILCS 10/4) (from Ch. 67 1/2, par. 91.4)
7 Sec. 4. Contract for development.) When any private
8 interest shall submit to the Department a preliminary plan
9 for the development of homes or rental housing and buildings
10 and improvements, public or private, appropriate to serving
11 the needs of a residential community, on upon a site in a
12 blighted vacant area, and makes an offer to pay cash for the
13 site in an amount acceptable to the Department, the
14 Department shall recommend to the Governor the institution of
15 eminent domain proceedings by the State of Illinois to
16 acquire the fee simple title to said site for such purpose.
