1 AN ACT to amend the Illinois Vehicle Code by adding
2 Section 3-645.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Vehicle Code is amended by
6 adding Section 3-645 as follows:
7 (625 ILCS 5/3-645 new)
8 Sec. 3-645. Vietnam War Veterans plates.
9 (a) The Secretary, upon receipt of all applicable fees
10 and applications made in the form prescribed by the
11 Secretary, may issue special registration plates to residents
12 of Illinois served in the Vietnam War with the United States
13 Armed Forces. The special plate issued under this Section
14 shall be affixed only to passenger vehicles of the first
15 division or motor vehicles of the second division weighing
16 not more than 8,000 pounds. Plates issued under this Section
17 shall expire according to the staggered multi-year procedure
18 established by Section 3-414.1 of this Code.
19 (b) The design, color, and format of the plates shall be
20 wholly within the discretion of the Secretary. The Secretary
21 may, in his or her discretion, allow the plates to be issued
22 as vanity plates or personalized in accordance with Section
23 3-405.1 of this Code. The plates are not required to
24 designate "Land Of Lincoln", as prescribed in subsection (b)
25 of Section 3-412 of this Code. The Secretary shall prescribe
26 the eligibility requirements and, in his or her discretion,
27 shall approve and prescribe stickers or decals as provided
28 under Section 3-412.
29 (c) An applicant shall be charged a $15 fee for original
30 issuance in addition to the appropriate registration fee.
31 This additional fee shall be deposited into the Secretary

1 of State Special License Plate Fund. For each registration
2 renewal period, a $2 fee, in addition to the appropriate
3 registration fee, shall be charged and deposited into the
4 Secretary of State Special License Plate Fund.
