1 AN ACT concerning Illinois Vietnam Veterans.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The State Finance Act is amended by adding
5 Section 5.540 as follows:
6 (30 ILCS 105/5.540 new)
7 Sec. 5.540. The Illinois Veterans' Homes Fund.
8 Section 10. The Illinois Vehicle Code is amended by
9 adding Section 3-645 as follows:

11 Sec. 3-645. Illinois Vietnam Veterans license plates.
12 (a) In addition to any other special license plate, the
13 Secretary, upon receipt of all applicable fees and
14 applications made in the form prescribed by the Secretary of
15 State, may issue special registration plates designated as
16 Illinois Vietnam Veterans license plates to residents of
17 Illinois who participated in the United States Armed Forces
18 during the Vietnam conflict. The special plate issued under
19 this Section shall be affixed only to passenger vehicles of
20 the first division, motor vehicles of the second division
21 weighing not more than 8,000 pounds, and recreational
22 vehicles as defined by Section 1-169 of this Code. Plates
23 issued under this Section shall expire according to the
24 staggered multi-year procedure established by Section 3-414.1
25 of this Code.
26 (b) The design, color, and format of the plates shall be
27 wholly within the discretion of the Secretary of State. The
28 Secretary may, in his or her discretion, allow the plates to
29 be issued as vanity plates or personalized in accordance with

1 Section 3-405.1 of this Code. The plates are not required to
2 designate "Land of Lincoln", as prescribed in subsection (b)
3 of Section 3-412 of this Code. The Secretary shall prescribe
4 the eligibility requirements and, in his or her discretion,
5 shall approve and prescribe stickers or decals as provided
6 under Section 3-412.
7 (c) An applicant shall be charged a $15 fee for original
8 issuance in addition to the applicable registration fee. Of
9 this additional fee, $13 shall be deposited into the
10 Secretary of State Special License Plate Fund and $2 shall be
11 deposited into the Illinois Veterans' Homes Fund. For each
12 registration renewal period, a $2 fee, in addition to the
13 appropriate registration fee, shall be charged and shall be
14 deposited into the Secretary of State Special License Plate
15 Fund.
16 (d) The Illinois Veterans' Homes Fund is created as a
17 special fund in the State treasury. All moneys in the
18 Illinois Veterans' Homes Fund shall, subject to
19 appropriation, be used by the Department of Veterans' Affairs
20 to stock the libraries of the existing Veterans' Homes in
21 Illinois and any additional Veterans' Homes that may be
22 established in the State.
23 (e) An individual who has been issued Illinois Vietnam
24 Veterans license plates for a vehicle and who has claimed and
25 received a grant under the Senior Citizens and Disabled
26 Persons Property Tax Relief and Pharmaceutical Assistance Act
27 shall pay 50% of the original issuance and the regular annual
28 fee for the registration of the vehicle. The 50% reduction
29 shall not apply to the additional fee for the original
30 issuance or the additional fee for each renewal under
31 subsection (c).
