1 AN ACT to amend the Illinois Procurement Code by adding
2 Section 45-22.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Procurement Code is amended by
6 adding Section 45-22 as follows:
7 (30 ILCS 500/45-22 new)
8 Sec. 45-22. Unbleached and non-chlorine bleached paper
9 products. When a public contract is to be awarded to the
10 lowest responsible bidder, an otherwise qualified bidder who
11 will fulfill the contract through the use of unbleached or
12 non-chlorine bleached paper products may, on a pilot basis or
13 in accordance with a pilot study, be given preference over
14 other bidders unable to do so, provided that the cost
15 included in the bid of unbleached or non-chlorine bleached
16 paper products (i) is not more than 15% greater than the cost
17 of paper products not made of unbleached or non-chlorine
18 bleached paper or (ii) in the case of paper products used for
19 packaging, is not more than 10% greater than the cost of
20 paper products not made of unbleached or non-chlorine
21 bleached paper.
