91_HB2735eng HB2735 Engrossed LRB9102034DJcd 1 AN ACT concerning atherosclerosis. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 1. Short title. This Act may be cited as the 5 Atherosclerosis Prevention Act. 6 Section 5. Program. The Department of Public Health 7 shall establish a program for the prevention of 8 atherosclerosis and the reduction of disability and death 9 from the disease. The program shall encourage and assist in 10 the development of research, education, and preventive 11 services and activities under public and voluntary auspices 12 directed toward the prevention and elimination of 13 atherosclerosis. 14 Section 10. Advisory committee. The Director of Public 15 Health shall appoint an Atherosclerosis Advisory Committee 16 consisting of 11 members to establish guidelines and 17 standards for the implementation of this Act. Each member 18 shall hold office for a term of 4 years after the date of his 19 or her appointment and until a successor is appointed and 20 qualified, except that the terms of the members first taking 21 office shall expire, as designated at the time of 22 appointment, as follows: 2 at the end of the first year; 3 at 23 the end of the second year; 3 at the end of the third year; 24 and 3 at the end of the fourth year. Any person appointed to 25 fill a vacancy occurring before the expiration of the term 26 for which his or her predecessor was appointed shall be 27 appointed for the remainder of the term. The Committee shall 28 meet as frequently as it deems necessary, but not less than 29 once each year. The Committee members shall receive no 30 compensation but shall be reimbursed for actual expenses HB2735 Engrossed -2- LRB9102034DJcd 1 incurred in carrying out their duties as members of the 2 Committee. 3 Section 15. Duties. The Department of Public Health, 4 with the advice of the Atherosclerosis Advisory Committee, 5 shall do all of the following: 6 (1) Develop standards for determining eligibility 7 for support of research, education, and prevention 8 activities. 9 (2) Assist in the development and expansion of 10 programs for research in the causes and cures of 11 atherosclerosis, including medical procedures and 12 techniques that have a lifesaving effect in the care and 13 treatment of persons suffering from the disease. 14 (3) Assist in expanding resources for research and 15 medical care in the cardiovascular disease field. 16 (4) Establish or cause to be established, through 17 its own resources or by contract or otherwise, with other 18 agencies or institutions, facilities and systems for 19 early detection of persons with heart disease or 20 conditions that might lead to heart disease and for 21 referral to those persons' physicians or other 22 appropriate resources for care. 23 (5) Institute and carry on educational programs 24 among physicians, hospitals, public health departments, 25 and the public concerning atherosclerosis, including the 26 dissemination of information and the conducting of 27 educational programs concerning the prevention of 28 atherosclerosis and the methods for the care and 29 treatment of persons suffering from the disease.
