91_HB2580 LRB9103831NTsb 1 AN ACT concerning higher education, amending named Acts. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The University of Illinois Act is amended by 5 changing Section 11 as follows: 6 (110 ILCS 305/11) (from Ch. 144, par. 32) 7 Sec. 11. No elected or selected member of the Board of 8 Trustees shall receive any compensation for attending on the 9 meetings of the Board, but they shall be reimbursed for their 10 actual and necessary expenses while engaged in the 11 performance of their duties. Expenses necessarily incurred by 12 any non-voting student member may, at the discretion of the 13 President of the Board, be provided for by advance payment to 14 such member, who shall account therefor to the Board 15 immediately after each meeting. At all the stated and other 16 meetings of the Board of Trustees, called by the regent or 17 corresponding secretary, or any 5fivemembers of the Board, 18 a majority of the members shall constitute a quorum,:19 provided,all the members have been duly notified. 20 At each regular and special meeting that is open to the 21 public, members of the public and employees of the University 22 shall be afforded time, subject to reasonable constraints, to 23 make comments to or ask questions of the Board. 24 (Source: P.A. 79-932.) 25 Section 10. The Southern Illinois University Management 26 Act is amended by changing Section 5 as follows: 27 (110 ILCS 520/5) (from Ch. 144, par. 655) 28 Sec. 5. Members of the Board shall elect annually by 29 secret ballot from their own number a chairman who shall -2- LRB9103831NTsb 1 preside over meetings of the Board and a secretary. 2 Meetings of the Board shall be held at least once each 3 quarter on a campus of Southern Illinois University. At all 4 regular meetings of the Board, a majority of its voting 5 members shall constitute a quorum. The student members shall 6 have all of the privileges of membership, including the right 7 to make and second motions and to attend executive sessions, 8 other than the right to vote, except that until July 1, 2001 9 the student member designated by the Governor as the voting 10 student member shall have the right to vote on all Board 11 matters except those involving faculty tenure, faculty 12 promotion or any issue on which the student member has a 13 direct conflict of interest. A student member who is not 14 entitled to vote on a measure at a meeting of the Board or 15 any of its committees shall not be considered a member for 16 the purpose of determining whether a quorum is present at the 17 time that measure is voted upon. No action of the Board 18 shall be invalidated by reason of any vacancies on the Board, 19 or by reason of any failure to select a student member. 20 Special meetings of the Board may be called by the 21 chairman of the Board or by any 3 members of the Board. 22 At each regular and special meeting that is open to the 23 public, members of the public and employees of the University 24 shall be afforded time, subject to reasonable constraints, to 25 make comments to or ask questions of the Board. 26 (Source: P.A. 90-630, eff. 7-24-98.) 27 Section 15. The Chicago State University Law is amended 28 by changing Section 5-25 as follows: 29 (110 ILCS 660/5-25) 30 Sec. 5-25. Officers; meetings. At all regular meetings of the Board, a majority of 5 its members shall constitute a quorum. The student member 6 shall have all of the privileges of membership, including the 7 right to make and second motions, to attend executive 8 sessions, and until July 1, 2001 to vote on all Board matters 9 except those involving faculty tenure, faculty promotion or 10 any issue on which the student member has a direct conflict 11 of interest. Unless the student member is entitled to vote 12 on a measure at a meeting of the Board or any of its 13 committees, he or she shall not be considered a member for 14 the purpose of determining whether a quorum is present at the 15 time that measure is voted upon. The 4 student member shall have all of the privileges of 5 membership, including the right to make and second motions, 6 to attend executive sessions, and until July 1, 2001 to vote 7 on all Board matters except those involving faculty tenure, 8 faculty promotion or any issue on which the student member 9 has a direct conflict of interest. Unless the student member 10 is entitled to vote on a measure at a meeting of the Board 11 or any of its committees, he or she shall not be considered a 12 member for the purpose of determining whether a quorum is 13 present at the time that measure is voted upon. At all regular meetings of the Board, a 32 majority of its members shall constitute a quorum.
