 1        AN ACT to  amend  the  Unified  Code  of  Corrections  by
 2    changing Section 3-9-1.

 3        Be  it  enacted  by  the People of the State of Illinois,
 4    represented in the General Assembly:

 5        Section 5.  The Unified Code of Corrections is amended by
 6    changing Section 3-9-1 as follows:

 7        (730 ILCS 5/3-9-1) (from Ch. 38, par. 1003-9-1)
 8        Sec. 3-9-1. Educational Programs. (a) All institutions or
 9    facilities housing persons of such age as to  be  subject  to
10    compulsory  school  attendance shall establish an educational
11    program to provide such persons the opportunity to attain  an
12    elementary  and  secondary school education equivalent to the
13    completion of the twelfth grade in the public school  systems
14    of  this  State;  and,  in furtherance thereof, shall utilize
15    assistance from  local  public  school  districts  and  State
16    agencies  in  established  curricula  and  staffing  the such
17    program.
18        (b)  All institutions or facilities housing  persons  not
19    subject  to compulsory school attendance shall make available
20    programs and training to provide such persons an  opportunity
21    to  attain  an  elementary  and  secondary  school  education
22    equivalent  to  the  completion  of  the twelfth grade in the
23    public school systems of  this  State;  and,  in  furtherance
24    thereof,   such   institutions   or  facilities  may  utilize
25    assistance from  local  public  school  districts  and  State
26    agencies in creating curricula and staffing the program.
27        (c)  The  Department  of  Corrections  shall  develop and
28    establish a suicide reduction program in all institutions  or
29    facilities   housing   persons   committed  to  the  Juvenile
30    Division.  The program shall be designed to increase the life
31    coping skills and self esteem of juvenile  offenders  and  to

 1    decrease their propensity to commit self destructive acts.
