Amend House Bill 2110 on page 1, by 3 replacing lines 1 and 2 with the following: 4 "AN ACT in relation to emergency telephone systems."; and 5 on page 3, line 9, after "system.", by inserting the 6 following: 7 "The appropriate Emergency Telephone System Board must 8 compile and transmit to the county clerk a list of the names 9 of all individuals residing in the county whose addresses 10 have changed. The list must (i) include the first and last 11 names of those individuals and the former addresses and new 12 addresses of those individuals and (ii) clearly identify the 13 individuals who are not known to have physically moved but 14 whose addresses have changed as a result of the 15 implementation of the 9-1-1 emergency telephone system."; and 16 on page 4, line 23, after "system.", by inserting the 17 following: 18 "The appropriate Emergency Telephone System Board must 19 compile and transmit to the county clerk a list of the names 20 of all individuals residing in the county whose addresses 21 have changed. The list must (i) include the first and last 22 names of those individuals and the former addresses and new 23 addresses of those individuals and (ii) clearly identify the -2- LRB9105060MWgcam02 1 individuals who are not known to have physically moved but 2 whose addresses have changed as a result of the 3 implementation of the 9-1-1 emergency telephone system."; and 4 on page 7, line 21, after "system.", by inserting the 5 following: 6 "The appropriate Emergency Telephone System Board must 7 compile and transmit to the election authority a list of the 8 names of all individuals residing in the election 9 jurisdiction whose addresses have changed. The list must (i) 10 include the first and last names of those individuals and the 11 former addresses and new addresses of those individuals and 12 (ii) clearly identify the individuals who are not know to 13 have physically moved but whose addresses have changed as a 14 result of the implementation of the 9-1-1 emergency telephone 15 system."; and 16 on page 8, immediately below line 6, by inserting the 17 following: 18 "Section 10. The Emergency Telephone System Act is 19 amended by changing Section 15.4 as follows: 20 (50 ILCS 750/15.4) (from Ch. 134, par. 45.4) 21 Sec. 15.4. Emergency Telephone System Board; powers. 22 (a) The corporate authorities of any county or 23 municipality that imposes a surcharge under Section 15.3 24 shall establish an Emergency Telephone System Board. The 25 corporate authorities shall provide for the manner of 26 appointment and the number of members of the Board, provided 27 that the board shall consist of not fewer than 5 members, one 28 of whom may be a public member who is a resident of the local 29 exchange service territory included in the 9-1-1 coverage 30 area, one of whom (in counties with a population less than 31 100,000) may be a member of the county board, and at least 3 -3- LRB9105060MWgcam02 1 of whom shall be representative of the 9-1-1 public safety 2 agencies, including but not limited to police departments, 3 fire departments, emergency medical services providers, and 4 emergency services and disaster agencies, and appointed on 5 the basis of their ability or experience. Elected officials 6 are also eligible to serve on the board. Members of the 7 board shall serve without compensation but shall be 8 reimbursed for their actual and necessary expenses. Any 2 or 9 more municipalities, counties, or combination thereof, that 10 impose a surcharge under Section 15.3 may, instead of 11 establishing individual boards, establish by 12 intergovernmental agreement a Joint Emergency Telephone 13 System Board pursuant to this Section. The manner of 14 appointment of such a joint board shall be prescribed in the 15 agreement. 16 (b) The powers and duties of the board shall be defined 17 by ordinance of the municipality or county, or by 18 intergovernmental agreement in the case of a joint board. 19 The powers and duties shall include, but need not be limited 20 to the following: 21 (1) Planning a 9-1-1 system. 22 (2) Coordinating and supervising the 23 implementation, upgrading, or maintenance of the system, 24 including the establishment of equipment specifications 25 and coding systems. 26 (3) Receiving monies from the surcharge imposed 27 under Section 15.3, and from any other source, for 28 deposit into the Emergency Telephone System Fund. 29 (4) Authorizing all disbursements from the fund. 30 (5) Hiring any staff necessary for the 31 implementation or upgrade of the system. 32 (c) All monies received by a board pursuant to a 33 surcharge imposed under Section 15.3 shall be deposited into 34 a separate interest-bearing Emergency Telephone System Fund -4- LRB9105060MWgcam02 1 account. The treasurer of the municipality or county that has 2 established the board or, in the case of a joint board, any 3 municipal or county treasurer designated in the 4 intergovernmental agreement, shall be custodian of the fund. 5 All interest accruing on the fund shall remain in the fund. 6 No expenditures may be made from such fund except upon the 7 direction of the board by resolution passed by a majority of 8 all members of the board. Expenditures may be made only to 9 pay for the costs associated with the following: 10 (1) The design of the Emergency Telephone System. 11 (2) The coding of an initial Master Street Address 12 Guide data base, and update and maintenance thereof. 13 (3) The repayment of any monies advanced for the 14 implementation of the system. 15 (4) The charges for Automatic Number Identification 16 and Automatic Location Identification equipment, a 17 computer aided dispatch system that records, maintains, 18 and integrates information, mobile data transmitters 19 equipped with automatic vehicle locators, and 20 maintenance, replacement and update thereof to increase 21 operational efficiency and improve the provision of 22 emergency services. 23 (5) The non-recurring charges related to 24 installation of the Emergency Telephone System and the 25 ongoing network charges. 26 (6) The acquisition and installation, or the 27 reimbursement of costs therefor to other governmental 28 bodies that have incurred those costs, of road or street 29 signs that are essential to the implementation of the 30 emergency telephone system and that are not duplicative 31 of signs that are the responsibility of the jurisdiction 32 charged with maintaining road and street signs. 33 (7) Other products and services necessary for the 34 implementation, upgrade, and maintenance of the system -5- LRB9105060MWgcam02 1 and any other purpose related to the operation of the 2 system, including costs attributable directly to the 3 construction, leasing, or maintenance of any buildings or 4 facilities or costs of personnel attributable directly to 5 the operation of the system. Costs attributable directly 6 to the operation of an emergency telephone system do not 7 include the costs of public safety agency personnel who 8 are and equipment that is dispatched in response to an 9 emergency call. 10 (d) The board shall complete the data base before 11 implementation of the 9-1-1 system. The error ratio of the 12 data base shall not at any time exceed 1% of the total data 13 base. 14 (e) The board must compile and transmit to the 15 appropriate election authority a list of the names and former 16 and new addresses of all individuals whose residence is the 17 same but whose address as changed as the result of the 18 implementation of an emergency telephone system so that the 19 election authority may update the voter registration records. 20 (Source: P.A. 89-568, eff. 1-1-97; 90-698, eff. 8-7-98.)".
