Amend House Bill 2088 as follows: 3 on page 1, by replacing lines 13 through 15 with the 4 following: 5 "high-speed, reliable, and cost-effective digital connections 6 throughout the State."; and 7 on page 1, line 19, by replacing "students" with "citizens"; 8 and 9 on page 1, by replacing lines 20 through 25 with the 10 following: 11 "Section 10. Illinois Century Network. The Illinois 12 Century Network shall be a"; and 13 on page 1, line 27, by deleting "and unhindered"; and 14 on page 1, line 28, by replacing "and libraries" with 15 "libraries, museums, research institutions, State agencies, 16 units of local government, and other local entities that 17 provide services to Illinois citizens"; and 18 on page 1, line 30, by replacing "technology" with 19 "networking schools, colleges, and universities"; and 20 on page 1, line 30, by replacing "and have" with "maintain"; -2- LRB9105117NTsbam02 1 and 2 on page 2, by replacing lines 1 through 6 with the following: 3 "sufficient capacity to meet the requirements of the 4 participating institutions, and stay current with rapid 5 developments in technology. The Illinois Century"; and 6 on page 2, by replacing lines 8 through 11 with the 7 following: 8 "access to education, training, and electronic information 9 and shall provide access to networking technologies for"; and 10 on page 2, immediately below line 13, by inserting the 11 following: 12 "Section 15. Management of the Illinois Century Network. 13 Staffing and contractual services necessary to support the 14 network's activities shall be provided by the Board of Higher 15 Education, the Illinois Community College Board, the State 16 Board of Education, and other agencies as necessary or 17 warranted, using funds appropriated to these agencies for 18 this purpose. 19 Section 20. Illinois Century Network Policy Committee. 20 The Illinois Century Network Policy Committee shall set 21 general policies for the network. The Committee shall 22 consist of representatives from (i) the Office of the 23 Governor, appointed by the Governor, (ii) the Board of Higher 24 Education, appointed by the Board of Higher Education, (iii) 25 the Illinois Community College Board, appointed by the 26 Illinois Community College Board, (iv) the State Board of 27 Education, appointed by the State Board of Education, and (v) 28 other public and private partners as are necessary, appointed 29 by the Governor.".
