 1        AN  ACT  to  amend  the Illinois Vehicle Code by changing
 2    Section 3-100.

 3        Be it enacted by the People of  the  State  of  Illinois,
 4    represented in the General Assembly:

 5        Section  5.   The  Illinois  Vehicle  Code  is amended by
 6    changing Section 3-100 as follows:

 7        (625 ILCS 5/3-100) (from Ch. 95 1/2, par. 3-100)
 8        Sec.  3-100.  Definitions.  For  the  purposes  of   this
 9    Chapter, the following words shall have the meanings ascribed
10    to them as follows:
11        "Application"  means  an  actual  paper  document  or  an
12    electronically  filed  document  as designed or prescribed by
13    the Secretary of State.
14        "Owner" means Owner. a person who holds legal document of
15    ownership of a vehicle, limited to a certificate  of  origin,
16    certificate   of   title,  salvage  certificate,  or  junking
17    certificate. However, Or  in  the  event  a  vehicle  is  the
18    subject  of  an  agreement  for the conditional sale or lease
19    thereof with the right of purchase upon  performance  of  the
20    conditions  stated  in  the  agreement  and with an immediate
21    right of possession  vested  in  the  conditional  vendee  or
22    lessee,  or  in  the  event  a  mortgagor  of such vehicle is
23    entitled to  possession,  then  such  conditional  vendee  or
24    lessee or mortgagor shall be deemed the owner for the purpose
25    of  this  Chapter,  except as provided under paragraph (c) of
26    (b) Section 3-118.
