91_HB1770 LRB9104140DHmg 1 AN ACT to amend the Illinois State Auditing Act by adding 2 Section 3-5.5. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois State Auditing Act is amended by 6 adding Section 3-5.5 as follows: 7 (30 ILCS 5/3-5.5 new) 8 Sec. 3-5.5. Wage and compensation survey. The Auditor 9 General shall conduct a wage and compensation survey of all 10 privately operated entities providing residential services to 11 the mentally ill or developmentally disabled whose care is 12 funded in whole or in part by grants from the Department of 13 Human Services or by reimbursement from Medicaid funds, 14 excluding care provided in general or psychiatric hospitals 15 and excluding care provided by agencies whose residential 16 service programs total less than 20 beds. 17 The survey shall include, but shall not be limited to, 18 the wage and salary schedules by classification for all 19 direct care, administrative, managerial, and supervisory 20 positions; the average wage for each such classification; the 21 insurance (health, life, or other) benefits provided to 22 employees and the cost of premiums borne by both the employee 23 and the employer; and the pension benefits provided. If 24 significant disparities in compensation of employees are 25 found between facilities, the Auditor General shall determine 26 if these disparities are related to size, type of facility, 27 or geographic location. 28 In addition, the Auditor General shall determine whether 29 surveyed entities provided to their direct care employees, on 30 average, an increase in compensation equal to the amount of 31 any FY98 or FY99 cost-of-living increase provided by the -2- LRB9104140DHmg 1 State of Illinois after the General Assembly approved such 2 cost-of-living increases. 3 All of the entities shall make readily available to the 4 Auditor General all information and data necessary for the 5 completion of the survey. 6 The survey results, listing the wages and benefits for 7 each of the entities, shall be reported to the General 8 Assembly within 9 months after the effective date of this 9 amendatory Act of 1999. 10 Section 99. Effective date. This Act takes effect upon 11 becoming law.
