91_HB1670ccr001 LRB9103489NTsbccr1 1 91ST GENERAL ASSEMBLY 2 CONFERENCE COMMITTEE REPORT 3 ON HOUSE BILL 1670 4 ------------------------------------------------------------- 5 ------------------------------------------------------------- 6 To the President of the Senate and the Speaker of the 7 House of Representatives: 8 We, the conference committee appointed to consider the 9 differences between the houses in relation to Senate 10 Amendments Nos. 1 and 2 to House Bill 1670, recommend the 11 following: 12 (1) that the House concur in Senate Amendments Nos. 1 13 and 2; and 14 (2) that House Bill 1670, AS AMENDED, be further amended 15 as follows: 16 in the title, by deleting "by changing Section 21-5b"; and 17 in Section 5, Sec. 21-5b, the paragraph beginning "A 18 provisional alternative", by deleting item (1.5); and 19 in Section 5, Sec. 21-5b, the paragraph beginning "A 20 provisional alternative", item (2), by replacing "and" with " 21and"; and 22 in Section 5, Sec. 21-5b, the paragraph beginning "A 23 provisional alternative", item (3), by replacing "21-1a" with 24 the following: 25 "21-1a; and 26 (4) have been employed for a period of at least 5 27 years in an area requiring application of the 28 individual's education; however, this requirement does 29 not apply with respect to a provisional alternative 30 teaching certificate for teaching in schools situated in 31 a school district that is located in a city having a 32 population in excess of 500,000 inhabitants"; and -2- LRB9103489NTsbccr1 1 in Section 5, Sec. 21-5b, the paragraph beginning "A standard 2 alternative", the sentence beginning "Alternatively,", by 3 replacing "subsection (c) of Section 21-2 of this Code" with 4 the following: 5 "subsection (c) of Section 21-2 of this Code and further 6 provided that a person who does not apply for and receive a 7 Standard Teaching Certificate shall be able to teach only in 8 schools situated in a school district that is located in a 9 city having a population in excess of 500,000 inhabitants"; 10 and 11 at the end of the bill, by inserting the following: 12 "Section 10. If and only if Senate Bill 556 of the 91st 13 General Assembly becomes law, the School Code is amended by 14 changing Section 21-2 as follows: 15 (105 ILCS 5/21-2) (from Ch. 122, par. 21-2) 16 Sec. 21-2. Grades of certificates. 17 (a) Until February 15, 2000, all certificates issued 18 under this Article shall be State certificates valid, except 19 as limited in Section 21-1, in every school district coming 20 under the provisions of this Act and shall be limited in time 21 and designated as follows: Provisional vocational 22 certificate, temporary provisional vocational certificate, 23 early childhood certificate, elementary school certificate, 24 special certificate, high school certificate, school service 25 personnel certificate, administrative certificate, 26 provisional certificate, and substitute certificate. The 27 requirement of student teaching under close and competent 28 supervision for obtaining a teaching certificate may be 29 waived by the State Teacher Certification Board upon 30 presentation to the Board by the teacher of evidence of 5 31 years successful teaching experience on a valid certificate 32 and graduation from a recognized institution of higher -3- LRB9103489NTsbccr1 1 learning with a bachelor's degree with not less than 120 2 semester hours and a minimum of 16 semester hours in 3 professional education. 4 (b) Initial Teaching Certificate. Beginning February 5 15, 2000, persons who (1) have completed an approved teacher 6 preparation program, (2) are recommended by an approved 7 teacher preparation program, (3) have successfully completed 8 the Initial Teaching Certification examinations required by 9 the State Board of Education, and (4) have met all other 10 criteria established by the State Board of Education in 11 consultation with the State Teacher Certification Board, 12 shall be issued an Initial Teaching Certificate valid for 4 13 years of teaching, as defined in Section 21-14 of this Code. 14 Initial Teaching Certificates shall be issued for categories 15 corresponding to Early Childhood, Elementary, Secondary, and 16 Special K-12, with special certification designations for 17 Special Education, Bilingual Education, fundamental learning 18 areas (including Language Arts, Reading, Mathematics, 19 Science, Social Science, Physical Development and Health, 20 Fine Arts, and Foreign Language), and other areas designated 21 by the State Board of Education, in consultation with the 22 State Teacher Certification Board. 23 (c) Standard Certificate. Beginning February 15, 2000, 24 persons who (1) have completed 4 years of teaching, as 25 defined in Section 21-14 of this Code, with an Initial 26 Certificate or an Initial Alternative Teaching Certificate 27 and have met all other criteria established by the State 28 Board of Education in consultation with the State Teacher 29 Certification Board, (2) have completed 4 years of teaching 30 on a valid equivalent certificate in another State or 31 territory of the United States, or have completed 4 years of 32 teaching in a nonpublic Illinois elementary or secondary 33 school with an Initial Certificate or an Initial Alternative 34 Teaching Certificate, and have met all other criteria 35 established by the State Board of Education, in consultation -4- LRB9103489NTsbccr1 1 with the State Teacher Certification Board, or (3) were 2 issued teaching certificates prior to February 15, 2000 and 3 are renewing those certificates after February 15, 2000, 4 shall be issued a Standard Certificate valid for 5 years, 5 which may be renewed thereafter every 5 years by the State 6 Teacher Certification Board based on proof of continuing 7 education or professional development. Beginning July 1, 8 2003, persons who have completed 4 years of teaching, as 9 described in clauses (1) and (2) of this subsection (c), have 10 successfully completed the Standard Teaching Certificate 11 Examinations, and have met all other criteria established by 12 the State Board of Education, in consultation with the State 13 Teacher Certification Board, shall be issued Standard 14 Certificates. Standard Certificates shall be issued for 15 categories corresponding to Early Childhood, Elementary, 16 Secondary, and Special K-12, with special certification 17 designations for Special Education, Bilingual Education, 18 fundamental learning areas (including Language Arts, Reading, 19 Mathematics, Science, Social Science, Physical Development 20 and Health, Fine Arts, and Foreign Language), and other areas 21 designated by the State Board of Education, in consultation 22 with the State Teacher Certification Board. 23 (d) Master Certificate. Beginning February 15, 2000, 24 persons who have successfully achieved National Board 25 certification through the National Board for Professional 26 Teaching Standards shall be issued a Master Certificate, 27 valid for 10 years and renewable thereafter every 10 years 28 through compliance with requirements set forth by the State 29 Board of Education, in consultation with the State Teacher 30 Certification Board. 31 (Source: P.A. 90-548, eff. 1-1-98; 90-653, eff. 7-29-98; 32 90-811, eff. 1-26-99; 91SB0556enrolled.)". 33 Submitted on May 26, 1999 34 s/Sen.
