91_HB1544ham001 LRB9101121DHmbam02 1 AMENDMENT TO HOUSE BILL 1544 2 AMENDMENT NO. . Amend House Bill 1544 as follows: 3 on page 2, line 8, by replacing "personal" with "primary 4 care"; and 5 on page 3, below line 25, by inserting the following: 6 ""Uninsured population" means persons that do not own 7 private health care insurance, are not a part of a group 8 insurance plan, and are not eligible for any State or federal 9 government sponsored health care provision program."; and 10 on page 3, by deleting lines 31 and 32; and 11 on page 4, by replacing lines 1 through 3 with the following: 12 "Section 15. Eligibility for grant. To be eligible to 13 receive a grant under this Act an entity must meet the 14 following criteria: 15 (a) The entity must: 16 (1) meet the criteria to be a community provider; 17 or 18 (2) be a physician or group of physicians licensed 19 to practice medicine in all its branches, at least 5% of 20 the total practice of which includes any patient mix of 21 persons eligible for medical assistance under Article V -2- LRB9101121DHmbam02 1 of the Illinois Public Aid Code or persons who lack 2 private health insurance and are not eligible for 3 Medicare or medical assistance under Article V of the 4 Illinois Public Aid Code. 5 (b) The entity must provide the required primary health 6 services. 7 (c) The entity must adjust fees in accordance with a 8 patient's income. 9 (d) The entity must serve a medically underserved 10 population and an uninsured population."; and 11 on page 4, line 9, after "Act", by inserting the following: 12 "until newly created comprehensive primary care medical 13 practices are eligible for and are receiving permanent 14 federal grant funding under Section 330 of the Public Health 15 Services Act".
