91_HB1520 LRB9102641NTsb 1 AN ACT to amend the School Code by changing Section 2 2-3.106. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The School Code is amended by changing 6 Section 2-3.106 as follows: 7 (105 ILCS 5/2-3.106) (from Ch. 122, par. 2-3.106) 8 Sec. 2-3.106. State Urban Education Partnership Grants. 9 From State moneys appropriated specifically for purposes of 10 this Section, the State Board of Education shall award State 11 Urban Education Partnership Grants to qualifying attendance 12 centers within school districts that meet the criteria 13 specified in subparagraph (A) orsubparagraph(B) below: 14 (A) The number of students enrolled in the public 15 schools of the district is 1,500 or more, and not less 16 than 10% of those students are low income students as 17 determined with reference to the annual Public Schools 18 Fall Enrollment-Housing Report that the school district 19 is required to file with the State Board of Education; or 20 (B) The school district receives not less than 21 $100,000 in a fiscal year from funds allocated and 22 distributed under Chapter 1 of Title I of the federal 23 Elementary and Secondary Education Act of 1965, and not 24 less than 10% of the students enrolled in the public 25 schools of the school district are "minority students", 26 defined for purposes of this Section to mean a pupil who 27 is Black (having origins in any of the black racial 28 groups in Africa), Hispanic (of Spanish or Portuguese 29 culture with origins in Mexico, South or Central America, 30 or the Caribbean Islands, regardless of race), Asian 31 American (having origins in any of the original peoples -2- LRB9102641NTsb 1 of the Far East, Southeast Asia, the Indian Subcontinent, 2 or the Pacific Islands), or American Indian or Alaskan 3 Native (having origins in any of the original peoples of 4 North America). 5 State Urban Education Partnership Grants awarded under 6 this Section shall be used for the planning, development, 7 operation or expansion of programs, projects and activities 8 that are designed to carry out programs that improve student 9 achievement or the quality of education for students and that 10 are comparable or similar in nature to targeted assistance 11 programs for which discretionary federal grant funds are 12 allocated under Chapter 2 of Title I of thethefederal 13 Elementary and Secondary Education Act of 1965; provided, 14 that in evaluating applications and awarding State Urban 15 Education Partnership Grants under this Section, priority 16 consideration and preference shall be given to grant 17 applications that propose to carry out effective school 18 programs that are developed and designed to increase the 19 academic achievement levels of students in large and small 20 urban communities through collaborative efforts or 21 partnerships between the attendance center applying for the 22 grant and at least one parent or community group, social 23 service agency, public sector business entity or institution 24 of higher education. Indicators of such effective school 25 programs shall include but not be limited to components 26 designed to improve student attendance at school and in 27 class, increase student homework output and quality, increase 28 student time on the task of acquiring basic and higher order 29 skills, improve teacher-given classroom grades, improve State 30 and national standardized test scores and assessment results, 31 improve community involvement in the development and 32 implementation of effective school programs, and improve 33 parent involvement to foster a positive home environment, 34 meaningful parent-child communication in matters of -3- LRB9102641NTsb 1 educational performance and progress, and increased parent 2 participation in home learning activities, school volunteer 3 activities and school governance. 4 The State Board of Education shall adopt rules and 5 regulations governing the procedure and requirements 6 applicable to grant applications submitted under this 7 Section. The period during which grants may be awarded to an 8 attendance center under this Section shall not exceed 3 9 consecutive school years; provided that before approving 10 continuation of a grant for a new school year, the State 11 Board of Education shall review and evaluate a report which 12 the attendance center shall file with respect to its use of 13 grant funds in carrying out grant programs during the 14 preceding school year. 15 Grants shall be awarded to attendance centers under this 16 Section on a competitive basis, and the State Board of 17 Education shall establish standards, consistent with the 18 provisions of this Section, by which to evaluate grant 19 applications and programs submitted and proposed hereunder. 20 It is the purpose and intent of this Section to establish 21 a State grant program that parallels and supplements, but 22 that operates independently of federal grant programs that 23 allocate funds for targeted assistance under Chapter 2 of 24 Title I of the federal Elementary and Secondary Education Act 25 of 1965. 26 (Source: P.A. 87-789; 87-895; revised 10-31-98.)
