91_HB1518 LRB9102642NTsb 1 AN ACT to amend the School Code by changing Section 2 34-8.17. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The School Code is amended by changing 6 Section 34-8.17 as follows: 7 (105 ILCS 5/34-8.17) 8 Sec. 34-8.17. Lump-sum allocation; key centralized 9 functions. Final designation as a Learning Zone under this 10 Law shall entitle the participating attendance centers to 11 receive funds in lump-sum allocations, to budget and spend 12 those funds, and to operate in accordance with the 13 designation and this Law. Lump-sum allocations shall be 14 based on the number of enrolled regular and special needs 15 students and shall include all operating funds for 16 compensation, supplies, equipment, repairs, energy, 17 maintenance, transportation, and professional services, and 18 all special funds that follow special populations, including 19 desegregation, special education, bilingual, federal, and 20 State Chapter 1 funds. A sum equal to 3.2% of operating 21 funds shall be deducted by the board to provide key 22 centralized functions, unless a designated Learning Zone 23 obtains one or more of those functions elsewhere, in which 24 case the sum shall be appropriately adjusted. As used in 25 this Law, key centralized functions shall mean the following: 26 (1) Equity assurance staff to ensure that services 27 are maintained for students with disabilities, limited 28 English proficient students, low-income students, and any 29 other special need students as required by federal law; 30 (2) Payroll services and background and credential 31 checks; -2- LRB9102642NTsb 1 (3) Budget and treasury services to levy and 2 collect taxes and distribute lump-sum funding; 3 (4) Central computer systems providing information 4 distribution and networking; 5 (5) On-line data collection and analysis centers 6 for student and school data; 7 (6) Emergency pool funding; and 8 (7) Legal and labor departmental services for 9 system-wide litigation and collective bargaining 10 negotiations. 11 (Source: P.A. 89-3, eff. 2-27-95; 89-15, eff. 5-30-95.)
