Amend House Bill 1466, AS AMENDED, 3 by replacing the title with the following: 4 "AN ACT in relation to the Illinois Africa Trade 5 Program."; and 6 by replacing everything after the enacting clause with the 7 following: 8 "Section 5. The Civil Administrative Code of Illinois is 9 amended by adding Section 46.70 as follows: 10 (20 ILCS 605/46.70 new) 11 Sec. 46.70. Illinois Africa Trade Program. 12 (a) Utilizing funds appropriated for the purposes 13 specified in this Section, the Department shall establish an 14 Illinois Africa Trade Program for the purpose of assisting 15 small and medium-sized Illinois businesses and manufacturers 16 in exporting their products to African nations and assisting 17 companies from African nations interested in exporting 18 products to or investing in Illinois. In conjunction with 19 administering an Illinois Africa Trade Program, the 20 Department shall pursue incentive programs that encourage 21 African governments to locate trade or commercial offices in -2- LRB9103149DHdvam01 1 Illinois. 2 (b) The Department shall coordinate with appropriate 3 organizations and educational institutions, and may contract 4 with individuals or entities considered qualified by the 5 Department, relative to the development of a comprehensive 6 plan to expand trade between Illinois and Africa. The 7 coordination may encompass market development, market 8 promotion and research, and educational and information 9 services relative to the expansion of trade between Illinois 10 and the African nations. 11 (c) The Department may develop and administer other 12 programs it considers advisable and appropriate for the 13 purpose of collecting and disseminating to prospective 14 manufacturers and businesses information regarding export to 15 and from and foreign investment by and in African nations. 16 Section 99. Effective date. This Act takes effect upon 17 becoming law.".
