91_HB1325 LRB9104141DHmg 1 AN ACT in relation to mental health facility reporting. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Mental Health and Developmental 5 Disabilities Administrative Act is amended by changing 6 Section 63 as follows: 7 (20 ILCS 1705/63) (from Ch. 91 1/2, par. 100-63) 8 Sec. 63. Mental health pilot program. 9 (a) The Secretary is hereby authorized, from 10 appropriations made available for purposes of this Section, 11 to establish elderly mental health pilot programs with an 12 emphasis on deterring homelessness, institutionalization, and 13 premature death among elderly persons with mental illness. 14 These shall be coordinated with other programs for the aged 15 administered by the Department on Aging and area agencies on 16 aging. The programs shall provide community-based mental 17 health services including the following services provided on 18 an in-home basis: 19 (1) Case management. 20 (2) Assessment. 21 (3) Counseling. 22 (4) Outreach. 23 (b) Additionally, other services may include, but are 24 not limited to, any or all of the following: 25 (1) Outpatient assessment and diagnostic services. 26 (2) Outpatient counseling. 27 (3) Crisis intervention. 28 (4) Money management. 29 (5) Medication monitoring. 30 (6) Psychiatric services. 31 (c) The Department shall establish eligibility standards -2- LRB9104141DHmg 1 for these services taking into consideration the unique 2 economic and social needs of the target population for whom 3 they are to be provided. The target population identified 4 for the purposes of this Act includes persons 60 years of age 5 or older who: 6 (1) Are suffering an acute episode of mental 7 illness. 8 (2) Are suffering from a mental disorder which has 9 led or will lead to the need for long-term institutional 10 care. 11 (3) Have undergone psychiatric treatment or 12 intensive outpatient care more than once in a lifetime. 13 (4) Are exhibiting behavior that severely impacts 14 on themselves or their environment and which may indicate 15 the development of mental illness. 16 (d) The Department shall include a review of the 17 progress of any model program under this Act in its annual 18 report to the Governor and the General Assembly. 19 (e) The Department shall issue a quarterly report on 20 admissions, deflections, discharges, bed closures, 21 staff-resident ratios, census, and average length of stay for 22 each State-operated facility for the mentally ill and 23 developmentally disabled. 24 (Source: P.A. 88-380; 89-507, eff. 7-1-97.) 25 Section 99. Effective date. This Act takes effect upon 26 becoming law.
