91_HB1207eng HB1207 Engrossed LRB9102384NTsbA 1 AN ACT to amend the School Code by adding Section 21-27. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The School Code is amended by adding Section 5 21-27 as follows: 6 (105 ILCS 5/21-27 new) 7 Sec. 21-27. Task Force on Paraprofessionals. 8 (a) In this Section, "paraprofessional" means an 9 employee, other than a teacher, in a school (i) whose 10 position is either instructional in nature or who delivers 11 other direct services to students or their parents and (ii) 12 who serves in a position for which a teacher or another 13 professional has the ultimate responsibility for the design, 14 implementation, and evaluation of individual education 15 programs or related services and for student performance. 16 (b) There is created the Task Force on Paraprofessionals 17 consisting of the following members: 18 (1) Two members of the Senate appointed by the 19 President of the Senate. 20 (2) Two members of the House of Representatives 21 appointed by the Speaker of the House. 22 (3) One teacher who is a member of the Illinois 23 Federation of Teachers and one teacher who is a member of 24 the Illinois Education Association, each appointed by the 25 State Superintendent of Education. 26 (4) Eight paraprofessionals appointed by the State 27 Superintendent of Education, chosen from a list of 28 nominees provided by the Illinois Federation of Teachers 29 and the Illinois Education Association in proportion to 30 the membership of each organization. 31 (5) One member appointed by the Illinois HB1207 Engrossed -2- LRB9102384NTsbA 1 Association of School Boards. 2 (6) One member appointed by the Illinois Parent 3 Teacher Association. 4 (7) One member appointed by the Illinois 5 Association of School Administrators. 6 (8) One member from the State Teacher 7 Certification Board appointed by the State Superintendent 8 of Education. 9 (9) One member representing the higher education 10 community appointed by the State Superintendent of 11 Education. 12 (10) One member representing the Illinois 13 Speech-Language-Hearing Association appointed by the 14 State Superintendent of Education. 15 (11) One member representing the State Board of 16 Education's Staff Development Division appointed by the 17 State Superintendent of Education. 18 (12) One member representing a statewide council of 19 special education administrators appointed by the State 20 Superintendent of Education. 21 (13) One member appointed by the Governor, who 22 shall serve as chairperson of the Task Force. 23 The members of the Task Force shall serve without 24 compensation but shall be reimbursed for their reasonable and 25 necessary expenses from funds available for that purpose. 26 The State Board of Education shall provide staff support to 27 the Task Force. 28 (c) The Task Force shall study and make recommendations 29 to the Governor on the licensure of paraprofessionals who 30 work with children in the public schools of Illinois. The 31 Task Force shall determine entry level standards, training 32 and experience requirements for entering the career, 33 guidelines for education and experience requirements for 34 career advancement, structures outlining appropriate roles HB1207 Engrossed -3- LRB9102384NTsbA 1 and responsibilities, and a mechanism to enhance job mobility 2 within and between school districts. 3 (d) The Task Force shall report its recommendations to 4 the Governor one year after the effective date of this 5 amendatory Act of the 91st General Assembly, and upon filing 6 its report the Task Force is dissolved. 7 (e) This Section is repealed one year and a day after 8 the effective date of this amendatory Act of the 91st General 9 Assembly. 10 Section 99. Effective date. This Act takes effect upon 11 becoming law.
