91_HB1039 LRB9105049NTdv 1 AN ACT to amend the School Code by changing Section 2 2-3.71a. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The School Code is amended by changing 6 Section 2-3.71a as follows: 7 (105 ILCS 5/2-3.71a) (from Ch. 122, par. 2-3.71a) 8 Sec. 2-3.71a. Grants for model pilot early childhood 9 parental training programs. The State Board of Education 10 shall implement and administer a grant program consisting of 11 grants to public school districts to conduct model pilot 12 early childhood parental training programs for the parents of 13 children in the period of life from birth to kindergarten. A 14 public school district that receives grants under this 15 Section may contract with another district, private school, 16 not-for-profit corporation or other governmental agency to 17 conduct an early childhood parental training program. A 18 school board shall employ appropriately qualified personnel 19 for its early childhood parental training program, including 20 but not limited to certified teachers, counselors, 21 psychiatrists, psychologists and social workers. 22 (a) As used in this Section, "parental training" means 23 and includes instruction in the following: 24 (1) Child growth and development, including prenatal 25 development. 26 (2) Childbirth and child care. 27 (3) Family structure, function and management. 28 (4) Prenatal and postnatal care for mothers and infants. 29 (5) Prevention of child abuse. 30 (6) The physical, mental, emotional, social, economic 31 and psychological aspects of interpersonal and family -2- LRB9105049NTdv 1 relationships. 2 (7) Parenting skill development. 3 The early childhood parental training programs shall 4 include activities that require substantial participation and 5 interaction between parent and child. 6 (b) The Board shall award annual grants on a competitive 7 basis, providing that an annual appropriation is made for 8 this purpose from State, federal or private funds. Nothing 9 in this Section shall preclude school districts from applying 10 for or accepting private funds to establish and implement 11 programs. 12 (c) The State Board of Education shall assist those 13 districts offering early childhood parental training 14 programs, upon request, in developing instructional 15 materials, training teachers and staff, and establishing 16 appropriate time allotments for each of the areas included in 17 such instruction. 18 (d) School districts may offer early childhood parental 19 training courses during that period of the day which is not 20 part of the regular school day. Residents of the school 21 district may enroll in such courses. The school board may 22 establish fees and collect such charges as may be necessary 23 for attendance at such courses in an amount not to exceed the 24 per capita cost of the operation thereof, except that the 25 board may waive all or part of such charges if it determines 26 that the parent is indigent or that the educational needs of 27 the parent require his or her attendance at such courses. 28 (e) Parents who participate in early childhood parental 29 training programs under this Section may be eligible for 30 reasonable reimbursement of any incidental transportation and 31 child care expenses from the school district receiving the 32 grant from the State Board of Education. 33 (f) Districts receiving grants pursuant to this Section 34 shall coordinate programs created under this Section with -3- LRB9105049NTdv 1 other preschool educational programs, including "at-risk" 2 preschool programs, special and vocational education, and 3 related services provided by other governmental agencies and 4 not-for-profit agencies. 5 (g) The State Board of Education shall report to the 6 General Assembly by July 1, 1991, on the results of the 7 programs funded pursuant to this Section and whether a need 8 continues for such programs. 9 (Source: P.A. 85-1046.)
