Amend House Bill 924 as follows: 3 on page 21, by replacing lines 18 through 33 with the 4 following: 5 "(105 ILCS 5/21-1a) (from Ch. 122, par. 21-1a) 6 Sec. 21-1a. Tests required for certification. 7 (a) After July 1, 1988, in addition to all other 8 requirements, early childhood, elementary, special, high 9 school, school service personnel, or, except as provided in 10 Section 34-6, administrative certificates shall be issued to 11 persons who have satisfactorily passed a test of basic skills 12 and subject matter knowledge. The tests of basic skills and 13 subject matter knowledge shall be the tests which from time 14 to time are designated by the Professional Teacher Standards 15 BoardState Board of Education in consultation with the State16Teacher Certification Boardand may be tests prepared by an 17 educational testing organization or tests designed by the 18 Professional Teacher Standards BoardState Board of Education19in consultation with the State Teacher Certification Board. 20 The areas to be covered by the test of basic skills shall 21 include the basic skills of reading, writing, grammar and 22 mathematics. The test of subject matter knowledge shall -2- LRB9100619NTsbam01 1 assess content knowledge in the specific subject field. The 2 tests shall be designed to be racially neutral to assure that 3 no person in taking the tests is thereby discriminated 4 against on the basis of race, color, national origin or other 5 factors unrelated to the person's ability to perform as a 6 certificated employee. The score required to pass the tests 7 of basic skills and subject matter knowledge shall be fixed 8 by the Professional Teacher Standards BoardState Board of9Education in consultation with the State Teacher10Certification Board. The tests shall be held not fewer than 11 3 times a year at such time and place as may be designated by 12 the Professional Teacher Standards BoardState Board of13Education in consultation with the State Teacher14Certification Board. 15 (b) Except as provided in Section 34-6, the provisions 16 of subsection (a) of this Section shall apply equally in any 17 school district subject to Article 34, provided that the18Professional Teacher Standards BoardState Board of Education19shall determine which certificates issued under Sections2034-8.1 and 34-83 prior to July 1, 1988 are comparable to any21early childhood certificate, elementary school certificate,22special certificate, high school certificate, school service23personnel certificate or administrative certificate issued24under this Article as of July 1, 1988. 25 (c) A person who holds an early childhood, elementary, 26 special, high school or school service personnel certificate 27 issued under this Article on or at any time before July 1, 28 1988, including a person who has been issued any such 29 certificate pursuant to Section 21-11.1 or in exchange for a 30 comparable certificate theretofore issued under Section 31 34-8.1 or Section 34-83, shall not be required to take or 32 pass the tests in order to thereafter have such certificate 33 renewed. 34 (d) (Blank).The State Board of Education in-3- LRB9100619NTsbam01 1consultation with the State Teacher Certification Board shall2conduct a pilot administration of the tests by administering3the test to students completing teacher education programs in4the 1986-87 school year for the purpose of determining the5effect and impact of testing candidates for certification.6 (e) The rules and regulations developed to implement the 7 required test of basic skills and subject matter knowledge 8 shall include the requirements of subsections (a), (b), and 9 (c) and shall include specific regulations to govern test 10 selection; test validation and determination of a passing 11 score; administration of the tests; frequency of 12 administration; applicant fees; frequency of applicants' 13 taking the tests; the years for which a score is valid; and, 14 waiving certain additional tests for additional certificates 15 to individuals who have satisfactorily passed the test of 16 basic skills and subject matter knowledge as required in 17 subsection (a). The Professional Teacher Standards Board 18State Board of Educationshall provide, by rule, specific 19 policies that assure uniformity in the difficulty level of 20 each form of the basic skills test and each subject matter 21 knowledge test from test-to-test and year-to-year. The 22 Professional Teacher Standards BoardState Board of Education23shall also set a passing score for the tests. 24 (f) (Blank).The State Teacher Certification Board may25issue a nonrenewable temporary certificate between July 1,261988 and August 31, 1988 to individuals who have taken the27tests of basic skills and subject matter knowledge prescribed28by this Section but have not received such test scores by29August 31, 1988. Such temporary certificates shall expire on30December 31, 1988.31 (g) Beginning January 1, 2000July 1, 1999, the 32 Professional Teacher Standards BoardState Board of33Education, in consultation with the State Teacher34Certification Board,shall implement and administer thea new-4- LRB9100619NTsbam01 1system of certification for teachers in the State of 2 Illinois. The Professional Teacher Standards BoardState3Board of Education, in consultation with the State Teacher4Certification Board,shall design and implement a system of 5 examinations and various other criteria which shall be 6 required prior to the issuance of Initial Teaching 7 Certificates and Standard Teaching Certificates. These 8 examinations and indicators shall be based on national 9 professional teaching standards, as determined by the 10 Professional Teacher Standards BoardState Board of11Education, in consultation with the State Teacher12Certification Board. The Professional Teacher Standards Board 13State Board of Educationmay adopt any and all regulations 14 necessary to implement and administer this Section. 15 (h) The Professional Teacher Standards BoardState Board16of Educationshall report to the Illinois General Assembly 17 and the Governor with recommendations for further changes and 18 improvements to the teacher certification system no later 19 than JanuaryJuly1, 20011999and on an annual basis until 20 JanuaryJuly1, 20032001. 21 (Source: P.A. 90-548, eff. 1-1-98; 90-811, eff. 1-26-99.)"; 22 and 23 by deleting pages 22 and 23; and 24 on page 24, by deleting lines 1 through 22; and 25 on page 26, by replacing lines 6 through 33 with the 26 following: 27 "(105 ILCS 5/21-2) (from Ch. 122, par. 21-2) 28 Sec. 21-2. Grades of certificates. 29 (a) Until July 1, 1999, all certificates issued under 30 this Article shall be State certificates valid, except as 31 limited in Section 21-1, in every school district coming 32 under the provisions of this Act and shall be limited in time -5- LRB9100619NTsbam01 1 and designated as follows: Provisional vocational 2 certificate, temporary provisional vocational certificate, 3 early childhood certificate, elementary school certificate, 4 special certificate, high school certificate, school service 5 personnel certificate, administrative certificate, 6 provisional certificate, and substitute certificate. The 7 requirement of student teaching under close and competent 8 supervision for obtaining a teaching certificate may be 9 waived by the Professional Teacher Standards BoardState10Teacher Certification Boardupon presentation to thatthe11 Board by the teacher of evidence of 5 years successful 12 teaching experience on a valid certificate and graduation 13 from a recognized institution of higher learning with a 14 bachelor's degree with not less than 120 semester hours and a 15 minimum of 16 semester hours in professional education. 16 (b) Initial Teaching Certificate. Beginning July 1, 17 1999, persons who (1) have completed an approved teacher 18 preparation program, (2) are recommended by an approved 19 teacher preparation program, (3) have successfully completed 20 the Initial Teaching Certification examinations required by 21 the Professional Teacher Standards BoardState Board of22Education, and (4) have met all other criteria established by 23 the Professional Teacher Standards BoardState Board of24Education in consultation with the State Teacher25Certification Board,shall be issued an Initial Teaching 26 Certificate valid for 4 years of teaching. Initial Teaching 27 Certificates shall be issued for categories corresponding to 28 Early Childhood, Elementary, Secondary, and Special K-12, 29 with special certification designations for Special 30 Education, Bilingual Education, fundamental learning areas 31 (including Language Arts, Reading, Mathematics, Science, 32 Social Science, Physical Development and Health, Fine Arts, 33 and Foreign Language), and other areas designated by the 34 Professional Teacher Standards BoardState Board of-6- LRB9100619NTsbam01 1Education, in consultation with the State Teacher2Certification Board. 3 (c) Standard Certificate. Beginning July 1, 1999, 4 persons who (1) have completed 4 years of teaching with an 5 Initial Certificate, have successfully completed the Standard 6 Teaching Certificate examinations, and have met all other 7 criteria established by the Professional Teacher Standards 8 BoardState Board of Education in consultation with the State9Teacher Certification Board, or (2) were issued teaching 10 certificates prior to July 1, 1999 and are renewing those 11 certificates after July 1, 1999, shall be issued a Standard 12 Certificate valid for 5 years, which may be renewed 13 thereafter every 75years by the Professional Teacher 14 Standards BoardState Teacher Certification Boardbased on 15 proof ofcontinuing education orprofessional development. 16 Standard Certificates shall be issued for categories 17 corresponding to Early Childhood, Elementary, Secondary, and 18 Special K-12, with special certification designations for 19 Special Education, Bilingual Education, fundamental learning 20 areas (including Language Arts, Reading, Mathematics, 21 Science, Social Science, Physical Development and Health, 22 Fine Arts, and Foreign Language), and other areas designated 23 by the Professional Teacher Standards BoardState Board of24Education, in consultation with the State Teacher25Certification Board. 26 (d) Master Certificate. Beginning July 1, 1999, persons 27 who have successfully achieved National Board certification 28 through the National Board for Professional Teaching 29 Standards shall be issued a Master Certificate, valid for 7 30 years and renewable thereafter every 7 years through 31 compliance with requirements set forth by the Professional 32 Teacher Standards BoardState Board of Education. 33 (Source: P.A. 90-548, eff. 1-1-98; 90-653, eff. 7-29-98; 34 90-811, eff. 1-26-99.) -7- LRB9100619NTsbam01 1 (105 ILCS 5/21-2.1) (from Ch. 122, par. 21-2.1) 2 Sec. 21-2.1. Early childhood certificate. 3 (a) An early childhood certificate shall be valid for 4 4 years for teaching children up to 6 years of age, exclusive 5 of children enrolled in kindergarten, in facilities approved 6 by the Professional Teacher Standards BoardState7Superintendent of Education. Beginning July 1, 1988, such 8 certificate shall be valid for 4 years for Teaching children 9 through grade 3 in facilities approved by the Professional 10 Teacher Standard BoardState Superintendent of Education. 11 Subject to the provisions of Section 21-1a, it shall be 12 issued to persons who have graduated from a recognized 13 institution of higher learning with a bachelor's degree and 14 with not fewer than 120 semester hours including professional 15 education or human development or, until July 1, 1992, to 16 persons who have early childhood education instruction and 17 practical experience involving supervised work with children 18 under 6 years of age or with children through grade 3. Such 19 persons shall be recommended for the early childhood 20 certificate by a recognized institution as having completed 21 an approved program of preparation which includes the 22 requisite hours and academic and professional courses and 23 practical experience approved by the Professional Teacher 24 Standards BoardState Superintendent of Education in25consultation with the State Teacher Certification Board. 26 (b) Beginning July 1, 1999, Initial and Standard Early 27 Childhood Education Certificates shall be issued to persons 28 who meet the criteria established by the Professional Teacher 29 Standards BoardState Board of Education. 30 (Source: P.A. 90-548, eff. 1-1-98; 90-811, eff. 1-26-99.)"; 31 and 32 by deleting pages 27 and 28; and 33 on page 29, by deleting lines 1 through 9; and -8- LRB9100619NTsbam01 1 on page 29, by replacing lines 22 through 32 with the 2 following: 3 "(105 ILCS 5/21-3) (from Ch. 122, par. 21-3) 4 Sec. 21-3. Elementary certificate. 5 (a) An elementary school certificate shall be valid for 6 4 years for teaching in the kindergarten and lower 9 grades 7 of the common schools. Subject to the provisions of Section 8 21-1a, it shall be issued to persons who have graduated from 9 a recognized institution of higher learning with a bachelor's 10 degree and with not fewer than 120 semester hours and with a 11 minimum of 16 semester hours in professional education, 12 including 5 semester hours in student teaching under 13 competent and close supervision. Such persons shall be 14 recommended for the elementary certificate by a recognized 15 institution as having completed an approved program of 16 preparation which includes intensive preservice training in 17 the humanities, natural sciences, mathematics, and the 18 academic and professional courses approved by the 19 Professional Teacher Standards BoardState Superintendent of20Education in consultation with the State Teacher21Certification Board. 22 (b) Beginning July 1, 1999, Initial and Standard 23 Elementary Certificates shall be issued to persons who meet 24 all of the criteria established by the Professional Teacher 25 Standards BoardState Board of Educationfor elementary 26 education. 27 (Source: P.A. 90-548, eff. 1-1-98; 90-811, eff. 1-26-99.) 28 (105 ILCS 5/21-4) (from Ch. 122, par. 21-4) 29 Sec. 21-4. Special certificate. 30 (a) A special certificate shall be valid for 4 years for 31 teaching the special subjects named therein in all grades of 32 the common schools. Subject to the provisions of Section -9- LRB9100619NTsbam01 1 21-1a, it shall be issued to persons who have graduated from 2 a recognized institution of higher learning with a bachelor's 3 degree and with not fewer than 120 semester hours including a 4 minimum of 16 semester hours in professional education, 5 of 5 which shall be in student teaching under competent and close 6 supervision. When the holder of such certificate has earned a 7 master's degree, including 8eightsemester hours of graduate 8 professional education from a recognized institution of 9 higher learning and with 2twoyears' teaching experience, it 10 may be endorsed for supervision. 11 Such persons shall be recommended for the special 12 certificate by a recognized institution as having completed 13 an approved program of preparation which includes academic 14 and professional courses approved by the Professional Teacher 15 Standards BoardState Superintendent of Education in16consultation with the State Teacher Certification Board. 17 (b) Those persons holding special certificates on July 18 1, 1999 shall be eligible for one of the following: 19 (1) The issuance of Standard Elementary and 20 Standard Secondary Certificates with appropriate special 21 certification designations as determined by the 22 Professional Teacher Standards BoardState Board of23Education, in consultation with the State Teacher24Certification Board,and consistent with rules adopted by 25 the Professional Teacher Standards BoardState Board of26Education. These certificates shall be renewed as 27 provided in subsection (c) of Section 21-2. 28 (2) The issuance of Standard Special K-12 29 Certificates with appropriate special certification 30 designations, which shall be renewed as provided in 31 subsection (c) of Section 21-2. These certificates shall 32 not be eligible for additional certification designations 33 except as approved by the Professional Teacher Standards 34 BoardState Board of Education, in consultation with the-10- LRB9100619NTsbam01 1State Teacher Certification Board. 2 (c) Those persons eligible to receive K-12 certification 3 after July 1, 1999 shall be issued Initial Elementary and 4 Initial Secondary Certificates with appropriate special 5 certification designations pursuant to this Section or 6 Initial Special K-12 Certificates with appropriate special 7 certification designations pursuant to this Section. These 8 Initial K-12 Special Certificates shall not be eligible for 9 additional certification designations except as approved by 10 the Professional Teacher Standards BoardState Board of11Education, in consultation with the State Teacher12Certification Board. 13 (Source: P.A. 90-548, eff. 1-1-98; 90-653, eff. 7-29-98; 14 90-811, eff. 1-26-99.) 15 (105 ILCS 5/21-5) (from Ch. 122, par. 21-5) 16 Sec. 21-5. High school certificate. 17 (a) A high school certificate shall be valid for 4 years 18 for teaching in grades 6 to 12 inclusive of the common 19 schools. Subject to the provisions of Section 21-1a, it shall 20 be issued to persons who have graduated from a recognized 21 institution of higher learning with a bachelor's degree and 22 with not fewer than 120 semester hours including 16 semester 23 hours in professional education, 5 of which shall be in 24 student teaching under competent and close supervision and 25 with one or more teaching fields. Such persons shall be 26 recommended for the high school certificate by a recognized 27 institution as having completed an approved program of 28 preparation which includes the academic and professional 29 courses approved by the Professional Teacher Standards Board 30State Superintendent of Education in consultation with the31State Teacher Certification Board. 32 (b) Beginning July 1, 1999, Initial and Standard 33 Secondary Certificates shall be issued to persons who meet -11- LRB9100619NTsbam01 1 all of the criteria established by the Professional Teacher 2 Standards BoardState Board of Educationfor secondary 3 education. 4 (Source: P.A. 90-548, eff. 1-1-98; 90-811, eff. 1-26-99.)"; 5 and 6 by deleting pages 30 and 31; and 7 on page 32, by deleting lines 1 through 23; and 8 on page 60, by replacing lines 32 and 33 with the following: 9 "(105 ILCS 5/21-14) (from Ch. 122, par. 21-14) 10 Sec. 21-14. Registration and renewal of certificates. 11 (a) A limited four-year certificate or a certificate 12 issued after July 1, 1955, shall be renewable at its 13 expiration or within 60 days thereafter by the county 14 superintendent of schools having supervision and control over 15 the school where the teacher is teaching upon certified 16 evidence of meeting the requirements for renewal as required 17 by this Act and prescribed by the Professional Teacher 18 Standards BoardState Board of Education in consultation with19the State Teacher Certification Board. An elementary 20 supervisory certificate shall not be renewed at the end of 21 the first four-year period covered by the certificate unless 22 the holder thereof has filed certified evidence with the 23 Professional Teacher Standards BoardState Teacher24Certification Boardthat he has a master's degree or that he 25 has earned 8 semester hours of credit in the field of 26 educational administration and supervision in a recognized 27 institution of higher learning. The holder shall continue to 28 earn 8 semester hours of credit each four-year period until 29 such time as he has earned a master's degree. 30 All certificates not renewed or registered as herein 31 provided shall lapse after a period of 4 years from the 32 expiration of the last year of registration. Such -12- LRB9100619NTsbam01 1 certificates may be reinstated for a one year period upon 2 payment of all accumulated registration fees. Such 3 reinstated certificates shall only be renewed: (1) by earning 4 5 semester hours of credit in a recognized institution of 5 higher learning in the field of professional education or in 6 courses related to the holder's contractual teaching duties; 7 or (2) by presenting evidence of holding a valid regular 8 certificate of some other type. Any certificate may be 9 voluntarily surrendered by the certificate holder. A 10 voluntarily surrendered certificate shall be treated as a 11 revoked certificate. 12 (b) When those teaching certificates issued before July 13 1, 1999 are renewed for the first time after July 1, 1999, 14 all such teaching certificates shall be exchanged for 15 Standard Teaching Certificates as provided in subsection (c) 16 of Section 21-2. All Initial and Standard Teaching 17 Certificates, including those issued to persons who 18 previously held teaching certificates issued before July 1, 19 1999, shall be renewable under the conditions set forth in 20 this subsection (b). 21 Initial Teaching Certificates are nonrenewable and are 22 valid for 4 years of teaching.
