91_HB0892 LRB9104198NTsb 1 AN ACT relating to education funding. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 1. Short title. This Act may be cited as the 5 Increased Funding for Public Schools Act. 6 Section 5. Educational appropriations. Beginning with 7 fiscal year 2000 and in each fiscal year thereafter, subject 8 to the provisions of Section 10 of this Act, the General 9 Assembly shall appropriate for public school educational 10 programs an amount that is equal to or exceeds the sum of: 11 (a) the total amount appropriated from general funds for 12 public school educational programs during the fiscal year 13 immediately preceding the fiscal year for which the 14 appropriation is being made; and (b) 51% of total new general 15 funds available for spending from estimated growth in 16 revenues and funds available because of budgeted program 17 growth and decline in the fiscal year for which the 18 appropriation is being made. 19 Section 10. Governor's budget. Beginning with fiscal 20 year 2001 and in each fiscal year thereafter, the Governor 21 shall include in his or her annual budget an allocation for 22 public school educational programs that conforms to the 23 provisions of this Act. 24 Section 99. Effective date. This Act takes effect upon 25 becoming law.
