91_HB0869 LRB9103062KSgc 1 AN ACT to create the Metropolitan Planning Organization 2 for Northeastern Illinois Act. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 1. Short title. This Act may be cited as the 6 Metropolitan Planning Organization for Northeastern Illinois 7 Act. 8 Section 5. Membership of a metropolitan planning 9 organization. The membership of any organization designated 10 as the metropolitan planning organization for purposes of 11 Section 5303 of Title 49 of the United States Code, for 12 northeastern Illinois, shall be reflective of the 13 distribution of population in that region. Membership shall 14 also reflect the diversity of stakeholders in the 15 transportation system in the region. In addition to any 16 current or future members to the policy committee of the 17 metropolitan planning organization, the policy committee 18 shall consist of the following members: 19 (1) 3 mayors representing the counties of DuPage, 20 Kane, Lake, McHenry, and Will, chosen by the Collar 21 Counties Council of Mayors; 22 (2) 2 members from the board of Cook County, chosen 23 by the presiding officer of the board with the advice and 24 consent of the board; 25 (3) 3 residents of Cook County who do not reside in 26 the City of Chicago, chosen by the presiding officer of 27 the board of Cook County with the advice and consent of 28 the board; 29 (4) 3 residents from the City of Chicago, chosen by 30 the mayor of the City of Chicago; 31 (5) 5 mayors from municipalities in Cook County -2- LRB9103062KSgc 1 other than the City of Chicago, chosen by the Cook County 2 Council of Mayors; 3 (6) 3 members of the Chicago City Council, chosen 4 by the mayor of the City of Chicago; 5 (7) 3 representatives of not-for-profit agencies 6 within the City of Chicago, chosen by the mayor of the 7 City of Chicago; 8 (8) one representative of the Chicago Department of 9 Planning and Development, chosen by the mayor of the City 10 of Chicago; and 11 (9) one representative of the Chicago Park 12 District, chosen by the mayor of the City of Chicago. 13 Section 10. Home rule. Pursuant to subsection (i) of 14 Section 6 of Article VII of the Illinois Constitution, this 15 Act specifically denies and limits the exercise by home rule 16 units of any power that is inconsistent with this Act, and 17 all existing laws and ordinances that are inconsistent with 18 this Act are hereby superseded. This Act does not preempt 19 the concurrent exercise by home rule units of power 20 consistent with this Act.
