1 AN ACT to amend the Illinois River Watershed Restoration
2 Act by changing Section 15.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois River Watershed Restoration Act
6 is amended by changing Section 15 as follows:

8 Sec. 15. Illinois River Coordinating Council; operations.
9 (a) There is established the Illinois River Coordinating
10 Council, consisting of 13 voting members to be appointed by
11 the Governor. One member shall be the Lieutenant Governor who
12 shall serve as a voting member and as chairperson of the
13 Council. The Agency members of the Council shall include the
14 Director, or his or her designee, of each of the following
15 agencies: the Department of Agriculture, the Department of
16 Commerce and Community Affairs, the Illinois Environmental
17 Protection Agency, the Department of Natural Resources, and
18 the Department of Transportation. In addition, the Council
19 shall include one member representing Soil and Water
20 Conservation Districts located within the Watershed of the
21 Illinois River and its tributaries and 6 members representing
22 local communities, not-for-profit organizations working to
23 protect the Illinois River Watershed, business, agriculture,
24 recreation, conservation, and the environment. The Governor
25 may, at his or her discretion, appoint individuals
26 representing federal agencies to serve as ex officio,
27 non-voting members.
28 (b) Members of the Council shall serve 2-year terms,
29 except that of the initial appointments, 5 members shall be
30 appointed to serve 3-year terms and 4 members to serve
31 one-year terms.

1 (c) The Council shall meet at least quarterly.
2 (d) The Office of the Lieutenant Governor shall be
3 responsible for the operations of the Council. The Office
4 may reimburse members of the Council for ordinary and
5 contingent expenses incurred in the performance of Council
6 duties.
7 (e) This Section is subject to the provisions of Section
8 67.35 of the Civil Administrative Code of Illinois.
