91_HB0543 LRB9100960NTks 1 AN ACT relating to partial tuition waivers for children 2 of retired employees of public universities, amending named 3 Acts. 4 Be it enacted by the People of the State of Illinois, 5 represented in the General Assembly: 6 Section 5. The University of Illinois Act is amended by 7 changing Section 7f as follows: 8 (110 ILCS 305/7f) (from Ch. 144, par. 28f) 9 Sec. 7f. Partial tuition waivers. 10 (a) As used in this Section, "Illinois college or 11 university" means any of the following: the University of 12 Illinois, Southern Illinois University, Chicago State 13 University, Eastern Illinois University, Governors State 14 University, Illinois State University, Northeastern Illinois 15 University, Northern Illinois University, and Western 16 Illinois University. 17 (b) Each year the Board of Trustees of the University of 18 Illinois shall offer 50% tuition waivers for undergraduate 19 education at any campus under its governance or supervision 20 to the children of employees, including retired employees, of 21 an Illinois college or university who have been employed by 22 any one or by more than one Illinois college or university 23 for an aggregate period of at least 7 years. "Retired 24 employee" means a person receiving a retirement or disability 25 retirement annuity under the Illinois Pension Code based on 26 at least 7 years of service with one or more than one 27 Illinois college or university, including a person who 28 already is receiving such an annuity on the effective date of 29 this amendatory Act of 1999. To be eligible to receive a 30 partial tuition waiver, the child of any suchanemployee of 31 an Illinois college or university (i) must be under the age -2- LRB9100960NTks 1 of 25 at the commencement of the academic year during which 2 the partial tuition waiver is to be effective, and (ii) must 3 qualify for admission to the University of Illinois under the 4 same admissions requirements, standards and policies which 5 the University of Illinois applies to applicants for 6 admission generally to its respective undergraduate colleges 7 and programs. 8 (c) Subject to the provisions and limitations of 9 subsection (b), an eligible applicant who has continued to 10 maintain satisfactory academic progress toward graduation may 11 have his or her partial tuition waiver renewed until the time 12 as he or she has expended 4 years of undergraduate partial 13 tuition waiver benefits under this Section. 14 (d) No partial tuition waiver offered or allocated to 15 any eligible applicant in accordance with the provisions of 16 this Section shall be charged against any tuition waiver 17 limitation established by the Illinois Board of Higher 18 Education. 19 (e) The Board of Trustees shall prescribe rules and 20 regulations as are necessary to implement and administer the 21 provisions of this Section. 22 (Source: P.A. 90-282, eff. 1-1-98.) 23 Section 10. The Southern Illinois University Management 24 Act is amended by changing Section 8f as follows: 25 (110 ILCS 520/8f) (from Ch. 144, par. 658f) 26 Sec. 8f. Partial tuition waivers. 27 (a) As used in this Section, "Illinois college or 28 university" means any of the following: the University of 29 Illinois, Southern Illinois University, Chicago State 30 University, Eastern Illinois University, Governors State 31 University, Illinois State University, Northeastern Illinois 32 University, Northern Illinois University, and Western -3- LRB9100960NTks 1 Illinois University. 2 (b) Each year the Board of Trustees of Southern Illinois 3 University shall offer 50% tuition waivers for undergraduate 4 education at any campus under its governance or supervision 5 to the children of employees, including retired employees, of 6 an Illinois college or university who have been employed by 7 any one or by more than one Illinois college or university 8 for an aggregate period of at least 7 years. "Retired 9 employee" means a person receiving a retirement or disability 10 retirement annuity under the Illinois Pension Code based on 11 at least 7 years of service with one or more than one 12 Illinois college or university, including a person who 13 already is receiving such an annuity on the effective date of 14 this amendatory Act of 1999. The Chicago State University Law is amended 6 by changing Section 5-90 as follows: 7 (110 ILCS 660/5-90) 8 Sec. 5-90. Partial tuition waivers. 9 (a) As used in this Section, "Illinois college or 10 university" means any of the following: the University of 11 Illinois, Southern Illinois University, Chicago State 12 University, Eastern Illinois University, Governors State 13 University, Illinois State University, Northeastern Illinois 14 University, Northern Illinois University, and Western 15 Illinois University. 16 (b) Each year the Board of Chicago State University 17 shall offer 50% tuition waivers for undergraduate education 18 at any campus under its governance to the children of 19 employees, including retired employees, of an Illinois 20 college or university who have been employed by any one or by 21 more than one Illinois college or university for an aggregate 22 period of at least 7 years. "Retired employee" means a person 23 receiving a retirement or disability retirement annuity under 24 the Illinois Pension Code based on at least 7 years of 25 service with one or more than one Illinois college or 26 university, including a person who already is receiving such 27 an annuity on the effective date of this amendatory Act of 28 1999. The Eastern Illinois University Law is 22 amended by changing Section 10-90 as follows: 23 (110 ILCS 665/10-90) 24 Sec. 10-90. Partial tuition waivers. 25 (a) As used in this Section, "Illinois college or 26 university" means any of the following: the University of 27 Illinois, Southern Illinois University, Chicago State 28 University, Eastern Illinois University, Governors State 29 University, Illinois State University, Northeastern Illinois 30 University, Northern Illinois University, and Western 31 Illinois University. 32 (b) Each year the Board of Eastern Illinois University -6- LRB9100960NTks 1 shall offer 50% tuition waivers for undergraduate education 2 at any campus under its governance to the children of 3 employees, including retired employees, of an Illinois 4 college or university who have been employed by any one or by 5 more than one Illinois college or university for an aggregate 6 period of at least 7 years. "Retired employee" means a person 7 receiving a retirement or disability retirement annuity under 8 the Illinois Pension Code based on at least 7 years of 9 service with one or more than one Illinois college or 10 university, including a person who already is receiving such 11 an annuity on the effective date of this amendatory Act of 12 1999. To be eligible to receive a partial tuition waiver, 13 the child of any suchanemployee of an Illinois college or 14 university (i) must be under the age of 25 at the 15 commencement of the academic year during which the partial 16 tuition waiver is to be effective, and (ii) must qualify for 17 admission to Eastern Illinois University under the same 18 admissions requirements, standards and policies which Eastern 19 Illinois University applies to applicants for admission 20 generally to its respective undergraduate colleges and 21 programs. 22 (c) Subject to the provisions and limitations of 23 subsection (b), an eligible applicant who has continued to 24 maintain satisfactory academic progress toward graduation may 25 have his or her partial tuition waiver renewed until the time 26 as he or she has expended 4 years of undergraduate partial 27 tuition waiver benefits under this Section. 28 (d) No partial tuition waiver offered or allocated to 29 any eligible applicant in accordance with the provisions of 30 this Section shall be charged against any tuition waiver 31 limitation established by the Illinois Board of Higher 32 Education. 33 (e) The Board shall prescribe rules and regulations as 34 are necessary to implement and administer the provisions of -7- LRB9100960NTks 1 this Section. 2 (Source: P.A. 89-4, eff. 1-1-96; 90-282, eff. 1-1-98.) 3 Section 25. The Governors State University Law is 4 amended by changing Section 15-90 as follows: 5 (110 ILCS 670/15-90) 6 Sec. 15-90. Partial tuition waivers. 7 (a) As used in this Section, "Illinois college or 8 university" means any of the following: the University of 9 Illinois, Southern Illinois University, Chicago State 10 University, Eastern Illinois University, Governors State 11 University, Illinois State University, Northeastern Illinois 12 University, Northern Illinois University, and Western 13 Illinois University. 14 (b) Each year the Board of Governors State University 15 shall offer 50% tuition waivers for undergraduate education 16 at any campus under its governance to the children of 17 employees, including retired employees, of an Illinois 18 college or university who have been employed by any one or by 19 more than one Illinois college or university for an aggregate 20 period of at least 7 years. "Retired employee" means a person 21 receiving a retirement or disability retirement annuity under 22 the Illinois Pension Code based on at least 7 years of 23 service with one or more than one Illinois college or 24 university, including a person who already is receiving such 25 an annuity on the effective date of this amendatory Act of 26 1999. To be eligible to receive a partial tuition waiver, 27 the child of any suchanemployee of an Illinois college or 28 university (i) must be under the age of 25 at the 29 commencement of the academic year during which the partial 30 tuition waiver is to be effective, and (ii) must qualify for 31 admission to Governors State University under the same 32 admissions requirements, standards and policies which -8- LRB9100960NTks 1 Governors State University applies to applicants for 2 admission generally to its respective undergraduate colleges 3 and programs. 4 (c) Subject to the provisions and limitations of 5 subsection (b), an eligible applicant who has continued to 6 maintain satisfactory academic progress toward graduation may 7 have his or her partial tuition waiver renewed until the time 8 as he or she has expended 4 years of undergraduate partial 9 tuition waiver benefits under this Section. 10 (d) No partial tuition waiver offered or allocated to 11 any eligible applicant in accordance with the provisions of 12 this Section shall be charged against any tuition waiver 13 limitation established by the Illinois Board of Higher 14 Education. 15 (e) The Board shall prescribe rules and regulations as 16 are necessary to implement and administer the provisions of 17 this Section. 18 (Source: P.A. 89-4, eff. 1-1-96; 90-282, eff. 1-1-98.) 19 Section 30. The Illinois State University Law is amended 20 by changing Section 20-90 as follows: 21 (110 ILCS 675/20-90) 22 Sec. 20-90. Partial tuition waivers. 23 (a) As used in this Section, "Illinois college or 24 university" means any of the following: the University of 25 Illinois, Southern Illinois University, Chicago State 26 University, Eastern Illinois University, Governors State 27 University, Illinois State University, Northeastern Illinois 28 University, Northern Illinois University, and Western 29 Illinois University. 30 (b) Each year the Board of Illinois State University 31 shall offer 50% tuition waivers for undergraduate education 32 at any campus under its governance to the children of -9- LRB9100960NTks 1 employees, including retired employees, of an Illinois 2 college or university who have been employed by any one or by 3 more than one Illinois college or university for an aggregate 4 period of at least 7 years. "Retired employee" means a person 5 receiving a retirement or disability retirement annuity under 6 the Illinois Pension Code based on at least 7 years of 7 service with one or more than one Illinois college or 8 university, including a person who already is receiving such 9 an annuity on the effective date of this amendatory Act of 10 1999. Partial tuition waivers. 5 (a) As used in this Section, "Illinois college or 6 university" means any of the following: the University of 7 Illinois, Southern Illinois University, Chicago State 8 University, Eastern Illinois University, Governors State 9 University, Illinois State University, Northeastern Illinois 10 University, Northern Illinois University, and Western 11 Illinois University. 12 (b) Each year the Board of Northeastern Illinois 13 University shall offer 50% tuition waivers for undergraduate 14 education at any campus under its governance to the children 15 of employees, including retired employees, of an Illinois 16 college or university who have been employed by any one or by 17 more than one Illinois college or university for an aggregate 18 period of at least 7 years. "Retired employee" means a person 19 receiving a retirement or disability retirement annuity under 20 the Illinois Pension Code based on at least 7 years of 21 service with one or more than one Illinois college or 22 university, including a person who already is receiving such 23 an annuity on the effective date of this amendatory Act of 24 1999. The Northern Illinois University Law is 17 amended by changing Section 30-90 as follows: 18 (110 ILCS 685/30-90) 19 Sec. 30-90. Partial tuition waivers. 20 (a) As used in this Section, "Illinois college or 21 university" means any of the following: the University of 22 Illinois, Southern Illinois University, Chicago State 23 University, Eastern Illinois University, Governors State 24 University, Illinois State University, Northeastern Illinois 25 University, Northern Illinois University, and Western 26 Illinois University. 27 (b) Each year the Board of Northern Illinois University 28 shall offer 50% tuition waivers for undergraduate education 29 at any campus under its governance to the children of 30 employees, including retired employees, of an Illinois 31 college or university who have been employed by any one or by 32 more than one Illinois college or university for an aggregate -12- LRB9100960NTks 1 period of at least 7 years. "Retired employee" means a person 2 receiving a retirement or disability retirement annuity under 3 the Illinois Pension Code based on at least 7 years of 4 service with one or more than one Illinois college or 5 university, including a person who already is receiving such 6 an annuity on the effective date of this amendatory Act of 7 1999. To be eligible to receive a partial tuition waiver, the 8 child of any suchanemployee of an Illinois college or 9 university (i) must be under the age of 25 at the 10 commencement of the academic year during which the partial 11 tuition waiver is to be effective, and (ii) must qualify for 12 admission to Northern Illinois University under the same 13 admissions requirements, standards and policies which 14 Northern Illinois University applies to applicants for 15 admission generally to its respective undergraduate colleges 16 and programs. 17 (c) Subject to the provisions and limitations of 18 subsection (b), an eligible applicant who has continued to 19 maintain satisfactory academic progress toward graduation may 20 have his or her partial tuition waiver renewed until the time 21 as he or she has expended 4 years of undergraduate partial 22 tuition waiver benefits under this Section. 23 (d) No partial tuition waiver offered or allocated to 24 any eligible applicant in accordance with the provisions of 25 this Section shall be charged against any tuition waiver 26 limitation established by the Illinois Board of Higher 27 Education. 28 (e) The Board shall prescribe rules and regulations as 29 are necessary to implement and administer the provisions of 30 this Section. 31 (Source: P.A. 89-4, eff. 1-1-96; 90-282, eff. 1-1-98.) 32 Section 45. The Western Illinois University Law is 33 amended by changing Section 35-90 as follows: -13- LRB9100960NTks 1 (110 ILCS 690/35-90) 2 Sec. 35-90. Partial tuition waivers. 3 (a) As used in this Section, "Illinois college or 4 university" means any of the following: the University of 5 Illinois, Southern Illinois University, Chicago State 6 University, Eastern Illinois University, Governors State 7 University, Illinois State University, Northeastern Illinois 8 University, Northern Illinois University, and Western 9 Illinois University. 10 (b) Each year the Board of Western Illinois University 11 shall offer 50% tuition waivers for undergraduate education 12 at any campus under its governance to the children of 13 employees, including retired employees, of an Illinois 14 college or university who have been employed by any one or by 15 more than one Illinois college or university for an aggregate 16 period of at least 7 years. "Retired employee" means a person 17 receiving a retirement or disability retirement annuity under 18 the Illinois Pension Code based on at least 7 years of 19 service with one or more than one Illinois college or 20 university, including a person who already is receiving such 21 an annuity on the effective date of this amendatory Act of 22 1999. To be eligible to receive a partial tuition waiver, the 23 child of any suchanemployee of an Illinois college or 24 university (i) must be under the age of 25 at the 25 commencement of the academic year during which the partial 26 tuition waiver is to be effective, and (ii) must qualify for 27 admission to Western Illinois University under the same 28 admissions requirements, standards and policies which Western 29 Illinois University applies to applicants for admission 30 generally to its respective undergraduate colleges and 31 programs. 32 (c) Subject to the provisions and limitations of 33 subsection (b), an eligible applicant who has continued to 34 maintain satisfactory academic progress toward graduation may -14- LRB9100960NTks 1 have his or her partial tuition waiver renewed until the time 2 as he or she has expended 4 years of undergraduate partial 3 tuition waiver benefits under this Section. 4 (d) No partial tuition waiver offered or allocated to 5 any eligible applicant in accordance with the provisions of 6 this Section shall be charged against any tuition waiver 7 limitation established by the Illinois Board of Higher 8 Education. 9 (e) The Board shall prescribe rules and regulations as 10 are necessary to implement and administer the provisions of 11 this Section. 12 (Source: P.A. 89-4, eff. 1-1-96; 90-282, eff. 1-1-98.) 13 Section 99. Effective date. This Act takes effect upon 14 becoming law.
