91_HB0497enr HB0497 Enrolled LRB9101150NTsbA 1 AN ACT concerning computers for children, amending named 2 Acts. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The School Code is amended by adding Section 6 2-3.126 as follows: 7 (105 ILCS 5/2-3.126 new) 8 Sec. 2-3.126. Computers for children program. 9 (a) The General Assembly finds that future jobs will 10 require computer skills, and the State of Illinois should 11 assist in providing schools, park district programs, and 12 community centers with the computer equipment necessary to 13 assure technological literacy and a better trained workforce. 14 (b) The State Board of Education shall create a program, 15 to be known as the "Cdrives for Kids Program", to refurbish 16 and upgrade donated computers as high quality computers for 17 use by children in schools, park district programs, and 18 community centers. To implement and administer this program, 19 the State Board of Education shall do all of the following 20 within available appropriations allocated for this program: 21 (1) Establish and annually revise the minimum 22 standards for computers that will be accepted by the 23 program and the minimum specifications for the 24 refurbishment of donated computers as high quality 25 computers that will be able to access online educational 26 resources and perform multi-media functions. 27 (2) Contract with one or more not-for-profit 28 organizations to handle arrangements for marketing, 29 receipt, storage, and delivery of donated and refurbished 30 computers to designated sites. 31 (3) Contract with the Department of Corrections to HB0497 Enrolled -2- LRB9101150NTsbA 1 refurbish donated computers pursuant to this program and 2 with any other schools, community colleges, universities, 3 or not-for-profit organizations as are needed, provided 4 that security measures are instituted to remove 5 confidential information from donated computers prior to 6 access by prisoners, students, or any other unauthorized 7 persons. 8 (4) Allocate high quality computers after they are 9 refurbished, based on an application process, to schools, 10 park district programs, and community centers, as defined 11 by the State Board of Education, at no or a low cost. 12 (c) The State Board of Education may utilize funds 13 appropriated by the General Assembly and any other private 14 funding available for this program for the purchase of 15 computer supplies and parts; the purchase of computer 16 software; reasonable costs associated with marketing, 17 receipt, storage, and delivery of donated and refurbished 18 computers; and reasonable administrative expenses incurred by 19 the State Board of Education, Department of Corrections, and 20 organizations contracting with the State Board of Education 21 pursuant to subsection (b) of this Section. 22 (d) The State Board of Education may adopt any rules 23 necessary to implement and administer this program. 24 Section 10. The Unified Code of Corrections is amended 25 by adding Section 3-2-10 as follows: 26 (730 ILCS 5/3-2-10 new) 27 Sec. 3-2-10. The Department shall establish a 28 correctional industry or a vocational and educational 29 program, or both, whereby donated computers are refurbished 30 by prisoners pursuant to the Cdrives for Kids Program created 31 under Section 2-3.126 of the School Code.
