1 AMENDMENT TO HOUSE BILL 239
2 AMENDMENT NO. . Amend House Bill 239 by replacing
3 everything after the enacting clause with the following:
4 "Section 5. The School Code is amended by changing
5 Section 10-22.40 as follows:
6 (105 ILCS 5/10-22.40) (from Ch. 122, par. 10-22.40)
7 Sec. 10-22.40. Membership dues. To pay State and
8 national association membership dues to school associations
9 which benefit students by participation or accreditation.
10 Any association subject to Article 23 of this Act must be in
11 current compliance with the reporting requirements of Section
12 23-6 of this Section in order to qualify as a recipient of
13 membership dues under this Section. No dues may be paid to
14 any association which has as one of its purposes providing
15 for athletic and other competition among schools and students
16 unless that association:
17 A. permits a post audit by the Auditor General under the
18 Illinois State Auditing Act;
19 B. submits an annual report to the State Board of
20 Education dealing with trends in female participation in
21 athletic competition, including the numbers of female and
22 male participants from each member school and details on

1 programs by the association to increase female participation;
2 and
3 C. is either subject to, or voluntarily complies with,
4 the public access provisions set forth for State agencies in
5 Sections 3 and 4 of The State Records Act.
