Eliminates the Office of the Comptroller. Provides that the Treasurer shall (i) maintain the State's central fiscal accounts and order payments into and out of the accounts, (ii) be responsible for the safekeeping and investment of monies and securities deposited with him or her, and (iii) have the duties and powers that may be prescribed by law. Effective upon conclusion of the term of the Comptroller elected in 1998. HOUSE AMENDMENT NO. 1. Adds reference to: ILCON Art. V, Sec. 16.5 new Deletes everything. Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the offices of the Treasurer and Comptroller. Creates the office of State Financial Officer. Provides that the State Financial Officer shall maintain the State's central fiscal accounts and order payments into and out of the accounts and be responsible for the safekeeping and investment of monies and securi- ties deposited with him or her. Effective upon voter approval as to creation of the State Financial Officer; effective beginning with the election in 2002 as to the election of a State Financial Officer; and effective upon conclusion of the terms of the Treasurer and Comptrol- ler elected in 1998 as to the elimination of the Treasurer and the Comptroller.
