Synopsis of Bill as introduced:
        Amends the Personnel Code.  Provides  that  no  person  shall  be      
   hired as a caseworker for the Department of Human Services unless that      
   person  has  a  bachelor's  degree  from  an accredited institution of      
   higher education.  Effective immediately.
