Provides for the assumption of the powers and duties of the Lieutenant Governor and his office by the Director of Central Management Services and his department during the vacancy of the office of Lieutenant Governor until January 11, 1999. Authorizes the Governor to appoint interim chairpersons of the Illinois River Coordinating Council and the Illinois Wildlife Prairie Park Commission.
