Senate Sponsors: SIEBEN-PARKER-BERMAN-KARPIEL. Short description: JUVENILE TOBACCO PREVENT Synopsis of Bill as introduced: Creates the Juvenile Tobacco Access Prevention Act. Prohibits the sale, to purchase for, or distribution of tobacco products, cigarette papers, or paraphernalia that is designed for the smoking or ingestion of tobacco products to a person under 18 years of age. Prohibits a person under 18 years of age from purchasing, possessing, or using tobacco products. Requires the Illinois Liquor Control Commission, as the enforcing agency of the Act, to license the retail sellers of tobacco products. Limits vending machine sales of tobacco products to specific locations. Permits local enforcement. Amends the State Finance Act to create the Tobacco Regulation Fund in the State treasury. Amends the Cigarette Tax Act. Makes a person who was convicted of a second violation of the Juvenile Tobacco Access Prevention Act ineligible to receive a cigarette distributor's license. Repeals the Sale of Tobacco to Minors Act and the Smokeless Tobacco Limitation Act. Amends the Tobacco Accessories and Smoking Herbs Control Act to eliminate provisions relating to minors that are covered by the Juvenile Tobacco Access Prevention Act. Effective July 1, 1997.
